12/29/2003 STANTEC 3RD PARTY REVIEW-COMMERCIAL REVIEW Denied SCOPE OF REVIEW:

The scope of this review covers Architectural, Structural, Plumbing, Mechanical and Electrical. All features were checked only to the extent allowed by the submittal provided. All portions of the project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL:

q There are no general comments to be addressed.

ARCHITECTURAL:

q How are grab bars (or blocking for future grab bars) being provided at the toilets in the house bathrooms of Accessible Units C, D, and E? Grab bars (or blocking for future grab bars) need to be provided at all toilets in Type A dwelling units [ANSI A117.1-1998 Sec. 1002.11 and 1002.11.5.4]. This previous comment has not been addressed. A wall is required behind "and along side" of all accessible toilets to provide a mounting location for grab bars [ANSI A117.1-1998 Sec. 1002.11.5.1]. The house bathroom in Accessible Units C, D, and E. do not provide a wall at the side3 of the toilet, and therefore do not provide a grab bar at the side. {As a suggestion, I have often seen the toilet and lavatory locations swapped, placing the toilet into the corner of the room.}

q Detail 6 on Sheet D2 needs to have the dimensions corrected. This previous comment has been partially addressed. There is one dimension that is unclear. The vertical dimension of the handrail is from the top of the handrail to the center of the lowest tread? Please clarify.

STRUCTURAL:

q Provide a special inspection certificate for the following items:
· Engineered Fill
· Concrete
· Post-Tension
· Masonry
· Epoxy and Expansion Anchors.
This previous comment has been partially addressed. It was noted in the response that the certificate for engineered fill would follow under a separate cover. As of this review we still have not received this certificate.

q Where is the shear wall shown on Sheet S2.2.3 as running down the center of the building (the long direction)? It is noted as Shear Wall Line RC on Page 68 of the structural calculations and should be an SW7. Please clarify. This previous comment has been partially addressed. The shear wall has been added, however, Page 68 of the calculations indicates that both the upstairs and down stairs shear walls are to be 21 feet long each. The walls that were recently added upstairs are around 13 feet long each. Please clarify.

MECHANICAL:

q There are no mechanical comments to be addressed.

PLUMBING:

q Do backwater valves need to be provided for the waste lines to these buildings [1994 AzUPC Sec. 710.0]? Site grading and sewer information has not been provided and therefore it cannot be confirmed that this code requirement has been met. This previous comment has been partially addressed. The rim elevations for the manholes serving Buildings 3 through 8 (4 total) and Building 1 and the Recreation Building (1 total) are missing. Please clarify.

ELECTRICAL:

There are no electrical comments to be addressed.
