Tucson Blvd Site Plan Review (1st review) TRANSMITTAL: August 14, 2003 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed for full code compliance. DS 2-02 2. It does appear that the zoning boundary between the P-I and I-1 zones is depicted in its correct location on the plan. City zoning maps indicate that the zoining boundary crosses the south lot line at a point 385.73 feet west of the mid-section line of Sec 17, T. 15 S, R 14 E, and 297.27 feet east of the parcel's west lot line. They also indicate that it trends north from the north lot line of the site at a point 394.46 feet west of the mid-section line and 289.54 feet east of the west lot line. Because the site has split zoning, please clarify by adding the mid-section line to the plan in its correct location, and by dimensioning the zoning boundaries from the mid-section line and from the west lot line. Note: The proposed entertainment use is not allowed in the P-I zone. DS 2-02.2.1.A.28 LUC 2.7.1 3. Dimension the wheelstop curbs from the front of parking spaces per DS 3-05.2.3.C.2. Wheelstop curbing is to be located 2-½ feet from the front of parking spaces. DS 3-05.2.3.C 4. Add the development designator for the proposed parking use in the P-I zone, which is "33" to the project data notes. Also, add the restrictions which the proposed entertainment use is subject to: The entertainment use in the I-1 zone is subject to LUC 3.5.4.4.A, .B., .C and .D and LUC 3.5.4.19.C which prohibits large bars and dance halls. Correct the Airport Hazard District Note to indicate that the elevation above median sea level (MSL) of the NE end of runway 21 is 2,576 feet. Correct the following notes to indicate the max height of the proposed building is not to exceed 2,626 feet (50 feet above the elevation of the northeast end of runway 21) above MSL. As the elevation of the building pad is stated to be 2,584 feet on the site plan contour, the building may be no taller than 42 feet above the grade elevation (not above MSL). LUC 2.8.5.7.A.1 10. Add a parking calculation to the site plan detailing the number of vehicle parking spaces required and provided per LUC 3.3.4. As stated in the site data and code check notes, the max allowed FAR per development designator 34 is 2.00.v DS 2-02.2.2.A 19. Dimension the width of the entrance drive from Tucson Blvd. DS 2-02.2.1.A.11 20. The pedestrian refuge areas and access routes (keynote 3 on sheet A1.3) which provide connection to Tucson Blvd must be made of concrete and be physically separated from adjacent PAALs/vehicle use area by use of raised concrete curbing except at the points where it crosses the PAAL. Please revise pedestrian sidewalks to show physical separation. Please revise drawing/ keynote 3. DS 2-08.4.1 DS 2-02.2.1.A.12 21. The proposed planter islands appear to reduce the length of these vehicle parking spaces to less than the minimum requirement of 15 ½ feet in length (plus 2 ½ feet for overhang). The islands extend into the parking spaces more than 3 ½ feet on each side. Please revise. As it appears there is a surplus of parking provided, these spaces may be deleted from the provided parking calculation in order to provide larger planter islands.
