06/09/2003 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Per DS 6-01.2.1.B.1.b. "A fifteen (15) foot minimum height clearance, free of any overhead obstructions (wires, branches, etc.), will be provided above the collection site. If covered, the container service area must have at least a twenty-five (25) foot vertical clearance."

Also per DS 6-01.2.1.B.1c. "Vegetation which will grow from private property into the alley rightof-way thus creating visual or traffic obstructions for the collection crew is prohibited. It is the property owner's responsibility to maintain an unobstructed sight distance for the collection crew."
Revise the plans as necessary to comply with the standard.

2) Screen walls per LUC Table 3.7.2-I are required along the public alley. Screening requirements are more restrictive for loading and refuse storage areas, see the table for height requirements. Metal gates do not meet the minimum requirement adjacent to the R-3 zoned property.

3) "When the side(s) of a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists."
DS 3-05.2.1.B.3 Revise the plan to provide the "extra width" for the parking spaces located adjacent to the walls along Camino Principal.

4) "An unpaved planting area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree." LUC 3.7.2.3.A.1c
Revise the plans to provide the minimum planter width within the vehicular use area .

5) Revise the plans to demonstrate compliance with
LUC 3.7.4.3.B which states "Grading, hydrology, and landscape structural plans are to be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area."

6) Revise the site and landscape plans to indicate the sight visibility triangles. Plants which typically exceed thirty inches inches in height such as 'desert spoon' should be located outside of the SVT's.

7) Identify all proposed plantings by genus and species.
DS 2-07.2.0

8) Plants not on the approved ADWR List may be located within oasis areas. Provide oasis area calculations. LUC 3.7.2.2.C.3, DS 2-06.2.2.H

9) Revise the landscape plan as required by NPPO comments. DS 2-15.3.4.B
06/09/2003 JOE LINVILLE NPPO REVIEW Denied 1) Revise the plans to address the fencing standards for preserved in place plants. LUC 3.8.6.7. C, DS 2-15.6.0
Based on the site and landscape plans it appears that there may be disturbance within the root zone of the plants. The encroachment in to the root zone may make it impossible to claim preservation credits if disturbance is to occur.

2) The Native Plant Preservation Plan should include notes regarding the monitoring requirements of LUC 3.8.6.7.D,&E.

3) Revise the plans to address each genus and species. The requirements for each species are to be calculated individually. LUC 3.8.6.2

4) Include in the report information regarding compliance with
LUC 3.8.4.4.

1. This is a new project proposed on a vacant site. Full code compliance is required.
DS 2-02
2. Clarify the meaning of the statement in the handicapped parking detail which reads: "Transition area between parking area & changes in height". Also, two dimensions are shown for the width of the h/c parking space. One dimension reads "8.5" and the other reads "12.75". Please clarify/ revise and add the foot dimension to these figures.
ANS/ IBC
3. Add a north arrow and scale to the site plan map (sheet SD-1).
DS 2-02.2.1.A.1

LUC 3.3.4
DS 2-02.2.1.A.9
7. Please add any existing and proposed easements and their recordation information (docket and page reference numbers) to the site plan.
DS 2-02.2.1.A.20

9. Add the existing use (i.e. vacant) to the site plan. DS 2-02.2.1.31

10. Dimension the buildings (both length and width) on the drawing. The O'Shaughnessey's Restaurant building scales to slightly larger than 4,000 square feet. Please clarify and revise if necessary.
DS 2-02.2.1.A.6
11. Between any building and PAAL a minimum five (5) foot pedestrian refuge with a minimum four (4) foot sidewalk is required. There is no sidewalk shown adjacent to future
bldgs C and D. bldgs. Show and dimension the width of the pedestrian sidewalk adjacent to the future office buildings (northwest of future bldg. C. and southeast of future bldg. D).
DS 2-02.2.1.A.12
DS 3-05.2.2.B.1
12. All lettering must be a minimum of 12 point. Revise all lettering which is not the minimum standard for microfilming/archiving, including the lettering and dimensions within the handicap parking detail.
DS 2-02.2.1.A.32
13. Areas that are striped pedestrian paths which are not cross-walks must be made of concrete and be physically separated from adjacent PAALs/vehicle use area by use of raised concrete curbing. Please revise pedestrian sidewalks to show physical separation. DS 2-08.4.1

15. Add existing sight visibility triangles at both entrance drives. DS 2-02.2.1.A.10

16. Add a handicapped parking calculation to the plan detailing the number of spaces required and provided, including the one required/provided van accessible space. DS 2-02.2.2.A.4
ANS/IBC

17. The restaurant has applied for a liquor license, which includes the patio area as part of their serving area. If the courtyard is being used as a serving area, this must be included in the calculations of Floor Area for the purpose of determining required parking. Please clarify and revise calculations. DS 2-02.2.2.A.4
LUC 3.3.4

18. Camino Principal is not a designated MS&R. Revise street front building setback to specify that the 21 feet or Height is measured from back of existing curb. LUC 3.2.6.5

19. Pedestrian sidewalks must connect to sidewalks located in existing right-of-way. Show a pedestrian connection to sidewalk along Camino Principal. If no sidewalk exists along the right-of-way, one must be constructed (see engineering comments). DS 2-08.4.1.A

20. Dimension the width of the two proposed access drives. DS 2-02.2.1.A.11

21. Show the location, size and height of any proposed freestanding signage. DS 2-02.2.1.13
