General Comments

1. A Flood Use Permit is required prior to Grading Plan approval.

2. The Drainage Report was reviewed for Site Plan purposes only.

Site Plan

1. Show and label limits of the 100-yr. floodplain. The 100-yr. flow in Richey Blvd. is considered regulatory flow (over 100 cfs). All 100-yr. floodplain limits and areas of flooding resulting from 100-yr. flood peaks of 100 cfs or more shall be clearly shown and labeled and shall also include spot water surface elevations. Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 2.3.1.4.C.1

2. Development Services Engineering staff will not accept landscaping in the public right of way. However, the City Engineer for Public Improvements (Andy Dinauer) has the final say. His written approval is required.

3. Place a note on the plan that all roof downspouts will be routed under any adjacent sidewalk. Sidewalks must be flood free for up to the 10-yr. event. DS 2-08.4.1.E

4. Sight visibility triangles must be shown for the corner of Richey and Cody.

Drainage Report

1. The Richey Blvd. street conveyance calculation uses a Mannings coefficient of .016 for the asphalt roadway. The Standards Manual for Drainage Design and Floodplain Management specifies a value of .02 to be used (maximum value for asphalt when cars are present). Revise the calc. SMDDFM, Table 8.1.

2. The Site Plan must show the limits of the 100-yr. floodplain with water surface elevations. The Drainage Report must provide the pertinent calculations and information.

3. If the Drainage Report shows that the proposed structure is in the floodplain, a finish floor elevation of one foot above the maximum WSEL must be specified. The recommended finish floor elevation must include the datum used.

CODE SECTION/ DEVELOPMENT STANDARD

1. Per Pima County Assessors Records, the site is comprised of two separate parcels which must be combined by providing a copy of the recorded City of Tucson lot combination covenant and a copy of the approved Pima County Assessors Tax Combination form. Attached is a copy of the City of Tucson lot combination covenant. Contact the Pima County Assessors office to obtain the Tax Combination form. (D.S. 2-02.2.1.A.2)

2. Clearly label the lot dimensions and bearings. In addition, remove the landscaping graphics from the site plan since they are already shown on the landscape plan. This will make the site plan easier to read. This review is based on the site plan drawing sheets T-1 and D-1.(D.S. 2-02.2.1.A.5)

3. Per LUC 3.2.6.5.A, the building setback from Richey Blvd. (front perimeter yard) required is based on the greater of 20 feet of 1.5 times the building height. If the building height is proposed for 20 feet, a minimum of 30 feet is required for the building setback from the Richey Blvd. property line. Clearly label and dimension the building setback on the site plan. (D.S. 2-02.2.1.A.7)

4. Dimension the wheelstop location. Wheelstops must be located two and one-half (2½) feet from the front of the parking space. (D.S. 2-02.2.1.A.8)

5. Provide a fully dimensioned detail of the disabled parking space ramp, which complies with ANSI A117.1-1998 Sections 406 and 502 curbs, ramps, and parking spaces. (D.S. 2-02.2.1.A.8)

6. Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage. When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standards 2-09.0. (D.S. 2-02.2.1.A.9)

7. Dimension the width of the ingress/egress points. (D.S. 2-02.2.1.A.11)

8. The sidewalk running along the north side of the building must be a minimum four (4) feet wide. In addition, dimension the width of the sidewalk providing access to Cody Avenue. (D.S. 2-02.2.1.A.12)

9. The sidewalk located in front of the loading space must be relocated for safety reasons. (D.S. 2-02.2.1.A.12)

10. If applicable, provide type, size, and height of existing and proposed free standing signage including billboards and outdoor lighting. (D.S. 2-02.2.1.A.13) (D.S. 2-02.2.1.A.25)

11. Dimension the existing right-of-way for Richey Blvd. and Cody Avenue on sheet D-1. (D.S. 2-02.2.1.A.19

12. If applicable, all easements of record must be graphically shown on the plan together with recording docket and page reference, location, type, width, and purpose. (D.S. 2-02.2.1.A.20)

13. Revise the zoning classification for the property to the south of the subject property to C-2. (D.S. 2-02.2.1.A.28)

14. On sheet T-1, add the "subject to" section 3.5.9.2.A to the proposed land use. (D.S. 2-02.2.1.A.31)

15. All requested changes must be made to the site and landscape plans. (D.S. 2-07.2.1.A)
