q Provide an analysis indicating how compliance with the International Energy Conservation Code is to be provided. See also Tucson amendment to Section 101.4.2.3 Change of Occupancy. "A change in the occupancy or use of a building or structure constructed under this code which would require an increase in demand for fossil fuel and electrical energy supply of more than 30% shall not be permitted unless such building or structure is made to comply with the requirements of this code."
Any new windows shall have the 'U' value noted on the plans. Plans shall detail the requirements identified in the energy analysis.
q Plans do not reflect a design for accessibility as required in IBC Section 1107.5.4. The first floor units are required to be Type 'B'' units. Site access, parking, building access and egress must be visited. A detailed review can not be made until an accessible design is provided. See also IBC Chapter 34.

ARCHITECTURAL:
q Sheet A1: The stair on the east side from the porch is to close to the side lot line. Are there easement documents allowing use of adjacent property? See IBC 1005.3.6.4 and 1006.2.2. A similar requirement has existed in the pervious UBC codes. Has a change occurred in the property line configuration?
q Sheet 2: Wall type 1 is longer than 10' in some locations. Specify and detail vertical fire blocking to limit the length of concealed spaces to 10' maximum per IBC 716.2.2.
q Sheet 2: The interior stairs serving the second floor shall be enclosed in compliance with IBC Sections 1005.3.2, 1005.3.2.2 (at closets below stair), 1005.3.4, 706. The constructions supporting the fire barrier walls shall also be on not less than 1-hour construction. Revise plans to clearly illustrate compliance.
q Sheet 2: Detail openings into stairs in compliance with IBC Sections 706.6 and 714 (1-hour doors required).
q Sheet 2: Identify all bearing walls supporting the second floor, including any walls below the first floor that also provide structural support of the second floor. All the supporting construction of the second floor shall be described and detailed as one-hour rated assemblies in compliance with IBC Sections 710.3 & 710.4.
q Sheet 2: Clearly show locations of under-floor ventilation openings and access for servicing utilities. Clarify that no existing ventilation openings are to be closed due to these alterations.
q Sheet 3: Provide and detail guards adjacent to stair to basement. See IBC Section 1003.2.12, there is no exception to allow the proposed hatches in lieu of a guard. In addition, the proposed hatches will interfere with a required handrail that must also be shown. See IBC Section 1003.3.3.11.
q Sheet 3: At the rear porch gates, detail the landings and steps in compliance with IBC Sections 1003.3.3 and 1003.3.1.5. Also see Stair definition in IBC 1002 as being 1 or more risers.
q Sheet 3: detail the stairs at front porch in compliance with IBC 1003.3.3. This proposal is a change of occupancy and the building is required to comply with the requirements for an R-2 use.
q Sheet 3: Dimension the clear space in front of the toilets in all bathrooms that are less than 5' from back of toilet to the opposite wall in compliance with UPC Section 408.5. (24" clear from front of toilet to opposite wall.
q Sheet 3: At the second floor bath with a shower, specify wall finish in similar to key note 24 or indicate this to be a fiberglass shower unit or? The plumbing plans don't indicate.
q Sheet 3: Provide notes describing working platform and catwalk for access to water heaters in the attic in compliance with UPC Section 511.
q Sheet 3: The closets for dryers shall be provided with an opening to the adjacent room of not less than 100 sq. inches per IMC Section 504.5.
q Sheet A4: Specify the ICBO or NER report number for the skylights and specify for installation to comply with the report.
q Sheet 5: Detail the vertical shaft wall construction for the skylight above the stairs to provide one-hour wall construction from ceiling to roof sheathing including any supporting construction. Show framing on roof framing plan. Any framing penetrations shall also be of one-hour construction.
q Sheet 5: Clearly show and describe one-hour floor assembly above all soffits and dropped or furred ceilings or otherwise detail 1-hour construction at these locations below the second floor assembly. Due to the extensive areas of furred ceilings and soffits, a ceiling plan should be provided to reference and detail requirements of maintaining the fire rated construction.
q Sheet 5: Soffits and dropped or furred ceiling assemblies shall be framed from steel studs or fire-retardant treated lumber in compliance with IBC Section 803.3.2. Insulation within these spaces shall be un-faced or have a Class A finish rating.

STRUCTURAL:
q A special inspection form is required for the following:

q The concept of porch floor/roof diaphragm cantilevered from the existing building should be revisited. The existing walls are brick masonry without bond beams and adequate roof and floor diaphragms (planks are shown) and their connections to exterior walls.
The new porch diaphragms should cantilever from existing diaphragms (which do not exist per the code requirements) or walls adequately connected to existing diaphragms. None of these conditions exist. Also new wall opening is cut, revoking wall capacity. An written appeal probably needs to be submitted to the Building Official regarding this no-compliance issue, unless the structural engineer can address this lateral issue.
q Recheck roof framing members at new porch. Calcs indicate 3x4's but framing plan indicates 2x4's. Details on sheet 11 indicate 3x4's.
q Foundation plan shows only (2) footings at 6 X 6 posts. Two more columns do not have any footing. Footings as shown should be analyzed as eccentrically loaded. Also, wind uplift resistance needs to be checked. (D.L. = 1.5 X uplift force)
q Sheet 11, Details 1, 4 and 5: Need to show shear transfer connections and roof/floor diaphragm attachment. (GSN do not call out any)
q Detail 10/11: Verify rail and connections will withstand the minimum loads indicated in IBC Section 1607.7.1 through 1607.7.1.3. This was not indicated in calculations.

MECHANICAL:

q Sheet 8: Exhaust fan 4 is in a fire rated wall that requires protected penetrations. Relocate to a non rated wall or provide complete listed design details for penetrations. For penetrations of fire rated floors and walls, see IBC Sections 708.7, 710.5 and 711. Details shall be of listed penetration assemblies.
q Note thermostat switch height for first floor units to be accessible.

PLUMBING:
q Sheet 7: Revise the T&P drain line termination notes to specify termination is not less than 6" above grade and pointed downward per UPC 608.5. Revise the basement water heater note to provide T&P drain line termination to a location that can handle the flow from a valve with out over spilling into the room such as a floor sink connected to a waste line.
q Show drain pans and separate drain lines for attic water heaters. Drain lines shall be separate from the drain lines of the T&P valves.
q Sheet 7: Detail all penetrations of fire rated floors and walls in compliance with IBC Sections 708.7, 710.5 and 711. Details shall be of listed penetration assemblies.
q Sheets 7.5 & 13: Correct General Note # 3 to reference correct sheet number.
q Sheets 7.5 & 13: Additional cleanouts are required; 1 at first floor for the 2" horizontal pipe serving the second floor riser adjacent to the stairs, and 1 at the clothes washer on the second floor adjacent to stairs for the horizontal piping longer than 5'.
q Sheet 7.5 & 13: Cleanouts shall comply with UPC Section 707.10 for access and location. Access to the under-floor piping has not been detailed to verify compliance.

ELECTRICAL:
q Sheet 9: Revise specifications to reflect wiring design per NEC rather than the IRC which does not apply to apartments.
q Sheet 9: Revise installation heights to reflect accessible heights for wall receptacles on the first floor.
q Detail all penetrations of fire rated floors and walls in compliance with IBC Sections 708.7, 710.5 and 711. Details shall be of listed penetration assemblies.
q Provides notes that smoke detectors are to be powered by the building wiring system and also have battery backup.
q Provide details and notes to indicate how lights in clothes closets comply with NEC 410-8.
q Recheck receptacle outlet spacing in habitable rooms. There are some areas more than 6' from a receptacle.
q Provide notes on plans indicating how compliance with NEC 210-12 is provided.
