Approval of the Site Plan may not occur prior to drainage report approval, and is not recommended at this time. The following comments are offered: DRAINAGE REPORT: 1. Finished floor elevations of structures adjacent to retention/detention basins must be a minimum of 1' above the 100-year water surface elevation in the adjacent basin, per the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM), sec. 14.2.4; 2. Provide a soils report addressing the minimum requirements outlined in the SMDDFM Section 14.2.6 (a-d). Provide written certification that the proposed building floor is in compliance with the recommended minimum building setback from the detention basin, as stipulated In the soils report (SMDDFM, Section 14.2.6); 3. Provide a detailed Detention/Retention basin maintenance checklist and schedule, and basin performance criteria for annual and as-needed inspections of the basins and drainageways, addressing the items specified in the SMDDFM (sections 2.3.1.6 C 1& 2 and 14.3); 4. Provide a trash rack detail for Basin A outlet device, in accordance with Section 3.3.3 of the Pima County/City of Tucson Stormwater Retention Detention Manual - Development Standard (DS) 10-01.0; 5. The report and enclosed exhibit HYD-1 propose a 6" vertical orifice, yet calculations on sheet A9 appear to recommend a 12" orifice. Please clarify and revise as necessary; 6. Provide sideslope information for each basin, inlet details, a weir tie-in detail, (or specified location for southern concrete or steel landscaping curb, fully dimensioned and labeled), and an east-west dimension for Basin B. Include maximum water surface elevations, limits of 100-year ponding, and dimension from basin A to the proposed structure, at a minimum (SMDDFM, sec. 2.3.1.6 A 4 a, d & e); 7. The report proposes discharging developed conditions runoff to the east landscape border, whereas existing patterns appear to be sheet flow to the west and north. Existing drainage patterns and acceptance/discharge locations should be maintained as closely as possible. Revise the report as necessary, demonstrating there is sufficient storage capacity in this landscape area for the additional runoff, and that no adverse impact will occur to adjacent property or right of way, should there not be adequate storage capacity in this area. SITE PLAN COMMENTS: 1. Depict and label the basin proposed north of the new parking area. Include at a minimum for each basin on the site plan: the l00-year ponding limits; water surface elevation (WSEL); and Q100 exiting; 2. Provide and label a minimum 2' setback from top of cut slope to the west property line, per 2000 IBC chapter 36, section 14; 3. Provide a note stating (a) that the owner or owners shall be solely responsible for the operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona registered Professional Civil Engineer prepare a certified inspection report for the drainage and retention/detention facilities at least once a year, and that these report will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that maintenance activities are being performed adequately; and (d) that the owner(s) agree to reimburse the City for any and all costs associated with maintaining said facilities, should the City find the owner(s) deficient in their obligation to adequately operate and maintain their facilities (SMDDFM, sec. 14.3.3); 4. Provide sheet H1, referenced on sheet AS1.0; GENERAL COMMENT: A grading permit will be required for this development. Grading permit submittal will need a completed grading permit application with two sets of Grading plans accompanied by a soils report. Please address all of the above comments. Resubmittal shall include a revised site plan, drainage report and soils report. It is recommended that a grading permit application be submitted with two sets of grading plans.
