SUBMITTAL REQUIRED: GRADING PLAN, DRAINAGE STATEMENT


1. Barrier-free access routes shall be designed so they are traversable at all times and free of floodwater during a ten (10) year frequency flood event. Sidewalks must be flood free for up to the 10-yr. Event. Add a note on the plan, "All roof down spouts will be routed under any adjacent sidewalk." DS 2-08.4.1.E.

2. Show roof drainage (flow arrows). DS 2-02.2.1.A.16.

3. For a new development to have curbside pick up, written permission is required from John Clark of the Solid Waste Department. Please provide written approval with the second site plan submittal. DS 6-01.4.1.A.

4. A grading plan is required for any site with 50 cubic yards of fill, please fill out a grading permit application and submit a grading plan with the second site plan submittal.

5. It appears the fill calculations on the site plan are high. Is 2070 cubic yards the correct quantity? Revise the calculation as necessary.

6. Pedestrian sight visibility triangle is not necessary under this circumstance. Pedestrian sight visibility triangles are used when a street has an existing median. Existing sight visibility triangles are required for both sides of the 20' PAAL. Near side length is 185' (which is correct) and far side is 110'. Revise plan as necessary to show the far side sight visibility triangle. DS 3-01.5.3.

7. On 4th Street it is unclear if there is 14" curb, 8" CMU wall or both. Is the curb vertical or wedged? Please revise the plan and clarify.

8. The minimum width for a Parking Area Access Lanes (PAALs) is twenty-four (24) feet. Revise the plan as necessary. DS 3-05.2.1.C.1.

9. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development. Extend the pedestrian access (sidewalk) to the north side building. DS 2-08.3.1.

10. Sidewalk must be in the Right-of-Way (ROW) and not located on the property. 4' minimum width is required, 3' from back of curb (or in this case as much as possible). Dimension and label the proposed sidewalk on 4th Street. DS 3-01.

11. The street landscape border minimum width is ten (10) feet. It is to be located on site and measured from the street property line. Revise plan as necessary to remove the landscape border from the ROW and relocate on the property. DS 2-06.3.4.

12. The adjacent property to the north can not extend the carport into the property being reviewed. Revise as necessary.

13. Can not change flow drainage patterns. Show sufficient grades and drainage arrows on the plan to show that flows will continue to be accepted and released in the same locations as existing conditions. It appears the existing drainage is to the north. SMDDFM 12.5

14. Provide a drainage statement (See number 13 above). SMDDFM 2.1.3.

CODE SECTION/ DEVELOPMENT STANDARD

1. Sheet 2.1 indicates a proposed building height of 22 feet and sheet 5.1 elevations show a maximum building height of 23' 8'' to top of parapet wall. In addition, the height and setbacks are measured from design grade and not the finished floor elevation LUC Sec. 3.2.7.2.A. Revise as required. (D.S. 2-02.2.1.A.6)

2. Per D.S. 3-05.2.1.B.2, the length of a parallel parking space is 23 feet. Plan shows a length of 20 feet. (D.S. 2-02.2.1.A.8)

3. Per IBC Section 1106.4, one (1) van accessible parking space is required. Revise the access aisle width to eight (8) feet per ICC/ANSI A117.1-1998 Section 502.3.1. (D.S. 2-02.2.1A.8)

4. Per LUC Table 3.3.7-I, the minimum width required for a two-way travel lane is 24 feet. Plan shows 20 feet. (D.S. 2-02.2.1.A.11)

5. If applicable, provide a detail of existing and/or proposed free-standing signage and outdoor lighting on the site plan. (D.S. 2-02.2.1.A.13) (D.S. 2-02.2.1.A.25)

6. If applicable, all existing or proposed easements must be shown on the plan including width, type, and recording docket and page reference. D.S. 2-02.2.1.A.20

7. Per LUC Sec. 3.3.4 Multi-family Dwellings 0-70 units/acre, two (2) vehicle parking spaces are required for each 2-bedroom unit, therefore requiring a total of 8 spaces. Please revise the vehicle parking calculation as required. (D.S. 2-02.2.2.A.4)

8. Please note the number and type of bicycle parking spaces required and provided. (D.S. 2-02.2.2.A.4)

9. All requested changes must be made to the site and landscape plans. (D.S. 2-07.2.1.A)
