SUMMARY: Engineering Section has reviewed the Site and Grading Plan and Drainage Report resubmittals received on 2 October 2003. All comments from the August 15, 2003 engineering review have not been adequately addressed. Approval is not recommended at this time - resubmittal is required. Please address the following comments listed below, and provide a response letter specifically addressing each comment.

DRAINAGE REPORT:

a) Provide detention basin design requirements for a basin outlet weir with details and dimensions, fully labeled and discussed in the report. Specific attention should be given to the items outlined in sections 2.3.1.6 A 4 (a), B, and C, and sections III and V of the Pima County/City of Tucson Stormwater Detention/Retention Manual (DS 10-01.0). The report must demonstrate that post-developed flood peaks for the 2- 10- and 100-year events do not exceed pre-developed peaks. Specific information should be referenced in sections 3.3.2, 3.3.3, 3.5.2 and 3.6 of the Detention/Retention Manual (Section III, noted above and in previous comment letter). It is important that additional design guidelines discussed in these sections are addressed in the report, particularly outflow hydrograph determination, erosion control downstream of outlets, embankments and emergency spillway requirements;
b) Describe and provide hydraulic calculations for the proposed swale along the western property line, to include provision of a cross section of the swale, fully dimensioned and labeled, per section 2.3.1.5 C (DS 10-02.0);
c) Please provide the summaries to be included in the basin checklist for the annual inspection report, in accordance with section 2.3.1.6 C 2 a & b (DS10-02.0);
d) Geotechnical and drainage report considerations and recommendations should address minimum structure setbacks from the retention/detention basin and associated discharges, to ensure no adverse impact will occur to adjacent structures and/or properties as a result of this development;

SITE PLAN COMMENT:
The previous comment, "Provide sidewalk scuppers for a minimum of 10-year flow conveyance under sidewalk areas (D.S. 2-08.4.1 E and 3-01.4.4 F2)" does not appear to have been addressed on the Site Plan. Please depict appropriate scupper locations on the plan with labeling.

GRADING PLAN COMMENTS:
a) Include general grading/construction notes, in accordance with Chapter 36, 2000 IBC (excavation and grading). The consultant should direct special attention to the sections pertaining to cuts, fills, grading setbacks, slope treatments and geotechnical report requirements and recommendations. b) Provide a legend and cross-sections fully labeled and dimensioned for the basin and each perimeter, grading limits and slope treatments with reference to riprap average diameter (D50) and thickness (t), if necessary;
c) Include basin, drainage swale and scupper details, fully dimensioned, and labeled.

Additional grading plan comments may be necessary, upon resubmittal.
