COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. All text height must be a minimum of .12 (12 Point) Revise all text that is less than 12 point.

2. The location map must cover a one square mile area. The map must be drawn at a scale of three inches equals one-mile minimum. All major street names, watercourses, and railroads within the one-mile area must be annotated. The section corners surrounding the section in question must be listed and a north arrow and scale for the location map must be added. The text height for the location map must be .12 but no less than .10 (10 point). DS 2-02.2.1.A 4

3. Per a copy of the last approved site plan, the lot size has increased to twice the size since 1962. Please clarify when and how the lot went from a size of 320'x100' to 320'x200'. Was a lot combo of two separate parcels done and when? DS 2-02.2.1.A.5

4. Add an overall dimension from the face of curb to the building. DS 2-02.2.1.A.7

5. The amount of vehicle parking spaces for the proposed use has been included under the parking calculations, but for consistency with the City of Tucson Land Use Code, the correct parking ratio must be used. The required vehicle parking for the wholesale use is based on one (1) space per two thousand (2,000) sq. ft. of storage area for the first twenty thousand (20,000) sq. ft. of storage area plus one (1) space per ten thousand (10,000) sq. ft. of storage area for over twenty thousand (20,000) sq. ft. of storage area. Please revise the vehicle parking calculations as required. Indicate the amount required per the code and the amount provided. Per the City of Tucson Land Use Code, vehicle parking space dimensions for 90-degree parking are eight and one-half feet wide by eighteen feet long. Parking spaces may be wider and longer at the owners discretion as long as the minimum width for two way PAAL's (parking area access lanes) are maintained at 24 feet and wheel stops are located a minimum of two and one-half feet from the front of the parking spaces to prevent vehicle overhang onto sidewalks, landscape areas, building walls, or property lines. In addition, based on the amount (33) of vehicle parking spaces provided two handicap-parking spaces are required. One of the handicap spaces must be van accessible with an eight-foot wide access aisle. Per the plan the access aisle is dimensioned at four 4'-10" wide. Please revise the drawing as required and revise the parking calculation to include the amount of handicap spaces required and provided, and of the two (2) spaces one (1) is a van accessible space. DS 2-02.2.1.A.8

6. Bicycle parking is required for this development. The amount of bicycle parking spaces required is based on a ratio of eight (8) percent of amount of vehicle-parking spaces provided. Based on 33 vehicle-parking spaces the amount of bicycle spaces required are three (3). Of the three (3) spaces required 90 percent or two (2) of the spaces must be class one facilities and 10 percent or one (1) space must be class two facilities. See the City of Tucson Development Standards section 2-09 for more information regarding the types of facilities, placement, materials, lighting, facility area dimensions, directional signage, and security. The bicycle parking calculation must be added to the plan listing the amount of bicycle spaces required and the amount provided listed. Additional comments may be forthcoming on subsequent reviews based on location or types of bicycle parking facilities provided on the plan. DS 2-02.2.1.A.9

7. The sight visibility triangles have been drawn incorrectly. Please refer to related DSD Engineering review comments concerning the appropriate sight triangles. DS 2-02.2.1.A.10

8. Minimum width for the fire lanes is 20 feet. Revise the fire lane notes accordingly. The PAAL (Parking Area Access Lane) adjacent to the eight (8) parking spaces and what appears to be refuse containers must be 24 feet wide for two-way travel. Revise as required. DS 2-02.2.1.A.11

9. Indicate the location, type, and size of any existing or proposed freestanding signs. DS 2-02.2.1.A.13

10. Per the City of Tucson Land Use Code, one (1) 12' wide x 55' long loading space is required. Revise the loading zone calculation to reflect the required size and amount of spaces required and amount of spaces provided. Per the plan additional loading spaces are listed in the calculation but only two of the spaces are shown on the plan. Please indicate the locations of all loading spaces to insure that the spaces do not conflict with other requirements such as pedestrian circulation, parking, etc. DS 2-02.2.1.A.14

11. If applicable, indicate on the site plan the location and type of existing or proposed freestanding lighting. DS 2-02.2.1.A.25

12. See landscape review comments regarding requirements for landscape borders, screening, and Native Plant Preservation Ordinance. DS 2-02.2.1.A.27

13. Annotate the location and type of existing or proposed refuse containers. See related engineering review comments. DS 2-02.2.1.A.32

14. Revise all calculations as noted in the previous comments.

15. Barriers to keep vehicles off the undisturbed/undeveloped area must be provided. Per the plan several wheel stop bumpers have been shown. The barriers must be provided along the entire length of the open space. Revise as required.

SUMMARY: Engineering Section has reviewed the Site Plan and Drainage Report received on May 15 2003. Approval is not recommended at this time - resubmittal is required. Please address the following comments:

Drainage Report:

1. Please refer to drainage report content and format requirements outlined in the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (SMDDFM) - City of Tucson Development Standard (D.S.) 10-02.0, section 2.3. The submitted report does not address/discuss some of the required components, outlined below:
a) Address offsite and onsite drainage characteristics in accordance with sections 2.3.1.3 A 2, 3, 4, & 6 and B 1-3 (DS 10-02.0);
b) Address/discuss the technical items listed in section 2.3.1.4 that may apply to this site (DS 10-02.0);
c) Provide detention basin design requirements including outlet weir details and dimensions fully labeled and discussed in the report, IAW sections 2.3.1.6 A 3-5, B, and C, and section V of the Pima County/City of Tucson Stormwater Detention/Retention Manual (DS 10-01.0). Historic discharge location and fashion should be replicated as closely as possible. Note: the consultant may wish to refer to section IV of the Stormwater Detention/Retention Manual for design guidelines.
d) Provide a detailed basin maintenance checklist and schedule with annual inspection report and summaries in accordance with section 2.3.1.6 C 1 & 2, and 14.3.3 (DS10-02.0);
e) Depict and label a 15 foot wide vehicular access ramp, per section 14.3.4 (DS 10-02.0);
f) Include certification that the proposed drainage plan, once properly constructed, will adhere to local, State and Federal Floodplain Regulations (DS 2.3.1.7 B);
g) Provide a soils report containing the items listed in section 14.2.6 (DS 10-02.0);
h) Address 5-year threshold retention requirements in accordance with section 2.2 of the Detention/Retention Manual (difference between existing and developed 5-year storm event), (DS 10-01.0);
i) Check the runoff coefficients used on the hydrologic data sheets for existing and developed conditions 100-year storm event, per Table 4.3 in the SMDDFM (DS 10-02.0);
j) Basin security barriers are required where water depths are greater than 2 feet and slopes are steeper than 4:1, IAW section 3.6.2 of the Detention/Retention Manual (DS 10-01.0);
k) Percolation test results are required with drainage submittals, demonstrating sufficient infiltration rates, per section 3.5.1 (3) of the Detention/Retention Manual (DS 10-01.0);

SITE PLAN COMMENTS:

a) The Site Plan should match the drainage report and associated exhibit C-1, please ensure the proposed retention/detention basin and any other structures onsite are depicted on the plan (DS 2-02.2.1.6);
b) Correct the near and far side Site Visibility Triangle dimensions in accordance with DS 2-02.2.1.10 and DS 3-01.5.0;
c) Depict the limits of the 100-year floodplain, if applicable, and detention basin 100-year water surface elevation D.S. 2-02.2.1.15;
d) Depict refuse container access thereto and vehicle maneuverability departing from the site, including minimum 18' radii where all paals intersect another paal (D.S. 2-02.1.32, D.S. 3-01.0 - figure 6, and D.S. 6-01.0);
e) Provide sidewalk scuppers for a minimum of 10-year flow conveyance under sidewalk areas (D.S. 2-08.4.1 E and 3-01.4.4 F2).

GRADING PLAN COMMENTS:
A grading permit will be required for this project - please complete a grading permit application and submit with the resubmittal. Please note that subsequent comments may be forthcoming, should site/drainage design incorporate changes warranting such, upon resubmittal.
a) Include general grading/construction notes, IAW Chapter 36, 2000 IBC (excavation and grading). The consultant should direct special attention to the sections pertaining to cuts, fills, grading setbacks, slope treatments and geotechnical report requirements and recommendations.
b) Provide a legend, cross-sections fully labeled and dimensioned for the basin and each perimeter, grading limits and slope treatments with reference to riprap average diameter (D50) and thickness (t).
c) Include inlet/outlet and scupper details, fully dimensioned, and labeled.
