Approval is not recommended at this time. The following comments were not adequately or fully addressed, and must be addressed prior to site approval: SITE PLAN COMMENTS 1. Please refer to Development Standard 3-01.3.3 A for new sidewalk requirements along street frontages. Supplement # 8 recently revised the previous standard for 4' sidewalks, with a requirement for 5' sidewalks. This standard reads in part, "Sidewalks are required as part of new development for all properties. All new subdivisions and applications for building permits shall provide five (5) foot wide sidewalks along the entire length of street frontage..." Depict and label new 5' sidewalk and curb access ramps in the 20th Street right of way, adjacent to the portion of this site proposed for improvements, or along the entire length of 20th street frontage. Reference applicable Public Improvement Standard Detail numbers, or to details provided on the plan (DS 3-01.3.3 A.); 2. Highland Avenue Perishable Goods Manufacturing (enclosure reviewed as General Manufacturing Use DD 34) Transmittal date: 1st Review, October 21, 2003 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. After conferring with Walter Tellez and per the Zoning Administrator's letter dated May 30, 2003 regarding the proposed enclosure, it is understood that for purposes of this review the proposed enclosure is not to be considered an expansion of the Kalil Bottling warehouse, for the purposes of it's non-conforming status subject to staff's onsite verification. However the new enclosure must meet all code requirements with the exception of the requirements for landscaping which have been reviewed and approved per PDO -03-05. In addition the enclosure will be reviewed for compliance with the criteria for a general manufacturing use under the development designator "34" in the I-1 Zone. 2. The proposed structure doers not meet the minimum street building setback. The one item that must be addressed prior to submitting for a building setback variance (LDO) for the new structure is which street side is the front and which streets (26'-2") are to be considered the side streets. Keep in mind that the front street building setback is based on the greatest of 21 feet or the height of the structure and the side street building setback is 10 feet. Regardless, in this particular case the building is on the property line and would not meet either setback. A comment regarding the deficiency of the building setback must be made on the plans prior to submitting for the LDO. Please label on the plan which street is to be considered the front. DS 2-02.2.1.A.7 3. This enclosure (expansion) is to be reviewed as general manufacturing use which is what the principle use of the soda bottling is to be classified pursuant to seeking a classification change for the soda bottling company from perishable goods manufacturing to general manufacturing use. Per Walter's guidance in the matter of the parking requirements the number of spaces required is to be based on the ratio for general manufacturing which is one (1) space per 500 square feet of gross floor area. Based on the proposed enclosure square footage 11,808, 24 vehicle-parking spaces are required for this enclosure. Clarify on the plan where the required parking spaces have been provided. Keep in mind that the principle use of this site is to be classified, as general manufacturing use and the vehicle parking must be calculated under the correct ratio. At this time I am not sure what use and ratio the existing parking is to be reviewed under and whether or not existing parking can be counted towards the vehicle-parking spaces for the expansion. In addition it will be neccessary to provide one (1) van accessible parking space and access aisle. Again please show the locations of the required parking paces and the access route from the handicap parking space to the on site pedestrian circulation sidewalk/route. Further clarification by Walter Tellez on this issue may be necessary prior to final approval of the site plan. DS 2-02.2.1.A.8 Bicycle parking requirements must also be addressed. The ratio of bicycle parking spaces is based on eight (8) percent times the number of vehicle parking spaces provided for the enclosure but not less than the minimum of 24 spaces required. Based on the 24 vehicle-parking spaces required, two class two bicycle-parking spaces must be provided. Show the location of the required bicycle parking facility. The detail must include the type of facility and the pad area dimensions. DS 2-02.2.1.A.9 4. At this time please provide the separate required calculations for the enclosure as it pertains to the DD "34", General Manufacturing use. The calculations that must be included are vehicle and bicycle parking, loading zones, floor areas, building heights and LUC subject to sections. As noted before, I am not sure how the existing site will be affected by the proposed use as general manufacturing and whether the existing conditions such as vehicle and bicycle parking, loading zones, floor areas etc will be need to be revised on the plan and whether existing conditions can apply to the proposed expansion. The plan approved in March 1992 indicates that the GFA existing prior to construction was 101,722 sq. ft. Subsequent expansions, including the proposed enclosure have increased the total to 134,991 sq. ft., an expansion of approximately 24.6 %. Revise the plans to indicate the % expansions since the effective date of LUC 3.7 (2-15-91). Revise the notes to clarify the review in 1992 was not a full code compliance review. It is clear from the documents approved at that time that code requirements were applied only for the expansion proposed at that time. 2) Provide verification of approval from the City Engineer for landscaping in the 20th St. right-of-way area.
