Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN SUBMITTAL REQUIRED: DRAINAGE STATEMENT 1. Please label the existing sight visibility triangles. The line of sight length for the near side is 185' and 110' for the far side. Refer to DS 3-01.5.1 and DS 2-02.1.A.10. 2. Include drainage patterns (arrows) on the site plan. DS 2-02.1.A.16. 3. Refuse enclosures must be located so the collection vehicle does not back up over pedestrian access. Please relocate the trash enclosure so the collection vehicle can safely access the enclosure and back out. The trash enclosure area is required to have a clear approach of fourteen feet by forty feet for the collection vehicle. The maximum back-up distance for the collection vehicle is forty feet. DS 6-01.4.1C. 4. All roof down spouts on all structures must be routed under any adjacent sidewalks. Sidewalks must be flood free for up to the 10yr. event. DS 2-08.4.1.E 5. The drainage appears to flow toward the northeast corner of the property. Floodwaters must be accepted and released from developments at the same locations and with the same magnitudes, as encountered under existing conditions. Currently there is a new wall proposed at the northeast corner of the property which will block flow. It also appears that the new parking lot might block flow currently entering from the south and west. Are there drainage holes in the existing walls? Please include in your second submittal a drainage statement addressing how the site will continue to allow floodwaters to be accepted and released from the site. Standards Manual for Drainage Design and Floodplain Management, SMDDRM, 12.5. 6. Sidewalks must be flood free for up to the 10-yr. event. A drainage structure (scupper) must be provided to route stormwater under the sidewalk at the northeast corner of the property. Show this structure on the plan (with appropriate sizing). Laguna Street Site Plan USE: Vehicle Rental and Sales Use DD "30" and "31" Transmittal date: March 28, 2003 1st Review COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Under the Project Data text block add the property legal description. DS 2-02.2.1.A.2 2. The project-location map shall be drawn at a minimum scale of 3" = 1 mile. The map should cover approximately one (1) square mile, provide the following information. 1. Show the subject property approximately centered within the one (1) square mile area. 2. Identify conditions within the square mile area, such as major streets and watercourses. 3. Section, township, and range; section corners; north arrow; and the scale will be labeled. DS 2-02.2.1.A.4 3. Please clarify if this site is have two separate principal uses or if the auto repair is incidental to the auto sales and only to be used for the repair of vehicles for sale on this lot. The number of parking spaces cannot be verified until this distinction has been made. If the auto repair is for the general public as well as for the repair of vehicles to be sold on the sales lot, the parking calculation for the auto service is based on nine vehicle parking spaces per the first two bays. The parking calculation must be based on the GFA for vehicle sales use. Delineate the floor areas for the sales use and the auto repair area. Indicate the number of repair bays. Please clarify and revise the parking calculations as required. DS 2-02.2.1.A.8 and DS 2-02.2.1.A.31 4. Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage. Please demonstrate that the proposed bicycle facility meets the requirements of DS 2-09. A minimum of two class two spaces required. (The ratio is based on four percent of the number of vehicle parking spaces provided for both these uses.) DS 2-02.2.1.A.9 5. Sight visibility triangles must be indicated on the plan and the triangle distances labeled. See Engineering Review comments regarding information on the sight triangles. DS 2-02.2.1.A.10 6. The pedestrian circulation must be revised to provide a physically separated concrete sidewalk from the street sidewalk to the office building. The pedestrian refuge area must continue to the south side of the building and connection made to the handicap parking space can be a painted crosswalk from the south side of the building. The sidewalk must be physically separated from the vehicular use area by constructing a raised sidewalk or provide barriers. The sidewalk must be handicap accessible and must be provided with access ramps where required. See redlines. This comment may vary depending on the repair bay doors. The proposed location for the loading zone will create a safety issue. Per DS 2-08.4.1.F, A sidewalk, or pedestrian refuge area may not be located between a parking space and the PAAL providing access to that space. Relocate the loading space away form the pedestrian refuge area. DS 2-02.2.1.A.12 7. If applicable indicate the location, type, and size of existing or proposed freestanding signs including billboards. DS 2-02.2.1.A.13 8. As indicated in comment 6 the loading space location causes a safety concern. Please relocate from the proposed area and away from the sidewalk/pedestrian refuge area. DS 2-02.2.1.A.14 9. If applicable indicate all easements of record. The easements must be graphically shown on the plan together with recording docket and page reference, purpose, and width. DS 2-02.2.1.A.20 10. Please insure that the proposed freestanding light poles do not interfere with the parking spaces or will prohibit the vehicles to access the spaces. Relocate light poles if necessary. DS 2-02.2.1.A.25 11. See landscape reviewer comments regarding landscape borders, screening, and NPPO requirements. DS 2-02.2.1.A.27 12. Revise the zoning classification adjacent to the west side of the parcel from O-2 to O-3. DS 2-02.2.1.A.28 13.
