1st Review March 20, 2003

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project was reviewed for full code compliance. The expansion calculation was not provided on the plan but based on the existing building square footage and the proposed new structures the percent expansion is 33 requiring full code compliance for the entire site. Full code applies to vehicle and bicycle parking, loading zones, pedestrian circulation, landscaping, handicap parking etc.

2. Please add the property legal description on sheet C-1. Clarify if the parcels have been combined and if so please provide documents or a copy lot combo form. DS 2-02.2.1.A.2

3. The number of vehicle parking spaces existing and new must be indicated in the parking calculations. With the existing and new parking spaces, 240 spaces have been provided. Of the 240 vehicle parking spaces provided seven of the spaces must be handicapped parking spaces. Of the required seven handicap parking spaces one (1) space must be a van accessible space. Revise the parking calculations as required. DS 2-02.2.1.A.8

4. Bicycle parking is based on the total number of vehicle parking spaces provided. The number of bicycle parking spaces required for this project must be based on the 240 vehicle parking spaces. The number of bicycle parking spaces required is 19. Of the 19 spaces 90 percent must be class one and 10 percent must be class two facilities. Revise the bicycle parking calculations to reflect the number of bicycle parking spaces based on the 240 vehicle parking spaces. All bicycle parking facilities must be shown on the plan.

All required bicycle parking facilities will be located on site with access both to the public right-of-way and with pedestrian access to the main entrance of the principal use. Employee bicycle facilities may be separated from patron bicycle facilities. Bicycle parking facilities will be separated from vehicular parking and drive areas by a barrier or sufficient distance to prevent damage to the parked bicycles. The facilities as shown on the plan have not been separated from the vehicular use area. Demonstrate how the separation will be accomplished.

Class 2 bicycle parking facilities will be clearly visible from the adjacent sidewalks, drives, and the main entrance(s) or will be signed as per Sec. 2-09.5.0. The class two facilities are not visible from the street. Show on the plan the directional signage locations that will direct cyclists to the facility locations.

Lighting. Lighting will be provided in a bicycle parking area such that all facilities are thoroughly illuminated and visible from adjacent sidewalks or parking lots, during hours of use. Demonstrate how the lighting will be provided.

5. Indicate the width of all driveway entrances. Minimum width for way traffic is 24 feet. It appears that the driveways are 24 feet wide but should be labeled for consistency. DS 2-02.2.1.A.11

6. Pedestrian Circulation Paths Required. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. Areas within the development which are not required to be connected to the pedestrian circulation path are those which will be used only for maintenance or for nonpublic truck use, such as truck loading spaces. Portions of certain Land Use Classes which by their nature will not be used for public pedestrian access, such as industrial uses, commercial storage uses, wholesale uses, contractor's yards, or similar uses, are not required to have sidewalks constructed in conformance with this Standard, as long as adequate pedestrian refuge areas are provided. Please indicate on the plan the areas that will be accessible to the public. These areas must meet the criteria for sidewalk construction. Other areas not accessible to the public must provide a minimum five feet wide pedestrian refuge area for circulation. Demonstrate compliance for both requirements. All onsite sidewalks must connect via painted crosswalks at PAAL intersections and with accessible ramps at locations that will continue the continuous pedestrian circulation path. Show painted crosswalks and accessible ramps.

Dimension the existing sidewalks adjacent to the building addressed as 2801 N Flowing Wells to ensure that the width of the pedestrian area is not reduced to less than four feet by the overhang of the vehicles. DS 2-02.2.1.A.12

7. Indicate the location, type, size, and height of existing or proposed freestanding signs including existing billboards. DS 2-02.2.1.A.13

8. Per LUC section 3.4.5.2, two (2) 12 feet wide by 55 feet long loading spaces are required for each new building. Please revise the loading space calculations to state that two spaces for each new building are required and have been provided. The calculations must state 14 existing loading spaces and four new spaces will be provided. The new spaces must be adjacent to the new buildings. Revise the drawing to indicate the locations of the new loading spaces, dimension the loading spaces, and revise the calculations appropriately. DS 2-02.2.1.A.14

9. If applicable indicate existing or proposed onsite freestanding lighting layouts. DS 2-02.2.1.A.25

10. See Landscape Reviewer regarding landscape borders, screening, and NPPO requirements as it applies to this project based on full code compliance. DS 2-02.2.1.A.27

11. Please revise all calculations as required as indicated in the following development standards, DS 2-02.2.2.A.4, .5, and .6.

12. For consistency please ensure that all changes made to the site plan are coordinated with the landscape and grading plans.

13. Abandonment of the RR and Construction easement must be completed and documents supporting the abandonment of the easement must be included with the final submittal of the site plan packet for final approval.

04/02/2003 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Landscape borders are to be a minimum of ten-feet wide. Up to five feet of the ten required must be located within the property limits. Revise the plans to meet the minimum standards. [LUC 3.7.2.4.A.2] Parked vehicles may not overhang any portion of the required street landscape borders. [DS 2-06.3.3.E] Dimension all landscape borders. DS 2-07.2.2.A.2

2) All street landscape borders must meet the criteria of LUC
3.7.2.4.A which includes a minimum of one tree for every thirty-three feet and 50% vegetative coverage of the border area, excluding any materials utilized for screening. The border along Glenn Street does not meet the minimum standards. If the plans are not revised, a variance will be required prior to plan approval. LUC 5.3.3

3) Screening is required along Glenn Street per LUC Table 3.7.2-I. Revise the plans to include the required screening or provide verification of any screening variances granted.

4) Sheet L-1 of the landscape plan indicates that proposed landscaping will not be installed until removal of existing business buildings. It is unclear when the building(s) will be removed. In any case the improvements must be completed and inspected prior to issuance of certificates of occupancy
for any new buildings. LUC 3.7.7.4

5) The refuse storage area shown within the vehicular use area along Glenn Street must be screened per LUC Table 3.7.2-I with a six foot high masonry wall, if it is to be located as indicated. Alternatively refuse areas in excess of 100 feet from the property lines do not require screening. Revise the plans as necessary.

6) All new and existing loading areas must be screened per LUC TABLE 3.7.2-I. Revise the plans to include screening for the loading areas adjacent to the building addressed as 2801 N. Flowing Wells from the adjacent street.

7) Per LUC 3.7.2.7 "All disturbed, grubbed, graded, or bladed areas not otherwise improved shall be landscaped, reseeded, or treated with an inorganic or organic ground cover to help reduce dust pollution." Revise the plans to meet the requirements for all areas of the site. Dirt areas will no longer be allowed.

8) Per DS 3-05.2.3.C "A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings; or
overhanging adjacent sidewalk areas or unpaved areas on or off site and to prevent vehicles from driving onto unimproved portions of the site. Parking spaces located within buildings, such as parking garages, are exempt from this requirement except as necessary to confine vehicles within the building."
Revise the plans to provide suitable barriers in all areas of the site including areas currently labeled "no work in this area".
