Wilmot Road Canyon Rose Academy USE: Charter School Transmittal date: 1st Review February 26, 2003 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed as a change of use as it pertains to the criteria of the new use of the site for Charter School grades 9-12. The site will not have to meet full code compliance but changes that are made to the site with regards to parking and pedestrian circulation must meet code requirements. Please address the following items as required. 2. All site plans must include a north arrow and scale. DS 2-02.2.1.A.1 3. The legal description of the parcel must be included. This site includes to separate parcels with separate tax code numbers. A parcel tax code combo is required along with a recorded lot combo covenant. The form for the parcel tax combo may filled out at the Pima County Tax Assessors Office. A copy of the lot combo covenant may be downloaded from the DSD wed site. Copies of the parcel tax code combo and recorded lot combo covenant must be included with the next site plan submittal or prior to final approval of the site plan. (The new legal description must be added to the plan.) DS 2-02.2.1.A.2 4. The location map must be drawn at a scale equal to a minimum of 3" = 1 mile, (must cover one mile) and must include major streets and names, section, township, and range, north arrow, and scale. DS 2-02.2.1.A.4 5. On a recent inspection of the site it was noted that a structure has been added to the building and was not shown on the site plan. In addition the previous site plan does not include this structure and therefore it must be assumed that unless there is a more recent approved site plan the structure was built without permit. This structure must be permitted and included in the calculations as building expansions. Show the structure on the site plan and dimension as required. Include the use of the structure. The structure is located on DS 2-022.1.A.6 6. Indicate on the plan the zoning classifications for the parcels adjacent to the east and south. Both parcels are zoned C-2. DS 2-02.2.1.A.7 and DS 2-02.2.1.A.28 7. The required parking for the proposed use has been exceeded. For clarity purposes please indicate on the plan the correct vehicle-parking ratio based on LUC 3.3.4 grades 9-12. The parking requirement is one (1) parking space per five (5) students. The parking ratio does not require one parking space for faculty or staff. Obviously the additional 13 parking spaces are in addition to the required number. Please note the 13 spaces as excess parking for staff. Add a typical dimensioned detail drawing for a standard and handicap parking space or dimension one of the parking spaces and label as typical for all standard parking spaces. Minimum size is eight and 8.5 feet wide by 18 feet long. The handicap parking spaces must also be dimensioned. The access aisle that serves the van parking spaces must be eight (8) feet wide. Revise as required. DS 2-02.2.1.A.8 8. Bicycle parking is based on a ratio of one (1) space 10 student and employees. Based on the total number of students and employees (105) 11 bicycle parking spaces are required. Revise the parking calculation. Add a fully dimensioned detail drawing that specifies the type of bicycle parking facility, lighting, paving to be provided. The location of the bicycle parking facility appears to be located in front of the pedestrian access area or sidewalk. Relocate as required. See D.S. 2-09 for more information regarding bicycle parking facility locations, dimensions, lighting, paving, and signage. If the facility is not clearly visible from the street directional signage must be provided to direct the cyclist to the bicycle parking facility. DS 2-2.2.1.A.9 9. The access aisle provided for the handicap parking spaces must be physically separated from the travel lanes or must be raised concrete. Please demonstrate on the plan how this will be accomplished. See DS 2-08.4.0 for additional methods of providing physical separation. DS 2-02.2.1.A.12 and DS 2-08.4.0 10. If applicable please specify if new signage is proposed for the new school use. If so indicate the location, type, and size of each sign. DS 2-02.2.1.A.13 11. Under the Project data text block please revise the sections as follows. Under the perimeter yards section the setbacks are based on P.Y. indicator DD. When this use is adjacent to C-2 zone the building setback is 0 feet, when adjacent to the R-1 zone the building setback is based on one and one-half times the height of the building (1-1/2), and when adjacent to a major street the building setback based on the greatest of 21 feet or the height of the structure from the future back of curb location. Revise as required for clarity. The proposed use must be specified along with any subject to conditions as noted in section 2.4.5.2.C of the LUC, "Civic Use Group: Elementary and Secondary Schools DD "31" Subject to Section 3.5.3.7 Revise both the vehicle and bicycle parking calculations to reflect the actual number required and the number provided. The number of loading zones required and provided must be listed under the project data section. Per LUC section 3.5.3.7.G. Passenger Drop-Off Areas, Passenger drop-off parking areas shall be provided at a ratio of one (1) motor vehicle parking space (parallel) for every twenty (20) students for which the school is authorized, up to a total of eight (8) spaces using two lanes with the parking on the inside lane. These spaces are in addition to the required off-street parking spaces. Based on the number of students (90) 5 drop off spaces are required. Please show on the plan the location of the drop-off areas and dimension as required. The drop-off areas may not be located in required PAAL areas. If required based on the location of the drop-off areas provide pedestrian circulation from the spaces to the building. Specify under the project data text block the number of required and provided drop-off areas.
