COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan is being reviewed as a less than 25% expansion of building area and vehicle use area.

2. The Architectural Site Plan (sheet A-0) does not contain many of the required components of a site plan and cannot be properly reviewed. Please provide a site plan with elements and calculations required per DS 2-02. For example, add a legal description, location map, lot dimensions and bearings, setbacks, building height, building square footages (existing and proposed-see comment 4), site area, site zoning and adjacent zoning, calculations of Floor Area Ratio (FAR), loading zones required and provided, standard vehicle parking spaces required and provided. Also, provide calculations for handicapped parking (see comment 5), bicycle parking (based on the library, bicycle parking is required at 15 percent of the vehicle parking spaces provided, 90 % class 2, 10 % class 1), pedestrian circulation and parking, etc. Dimension proposed vehicle parking spaces (as was done on grading plan-sheet 1), handicapped parking spaces and aisles, PAALs, bicycle parking, and loading zones. Refer to DS 2-02 for site plan requirements and to previously approved site plans for help with calculations related to expansion (FAR, parking, etc). Further comments may be needed once a complete site plan is submitted.

3. Add the development designator to the general notes on the site plan. The development designator for the civic uses (library and protective service) in the SR is "6". Also add as a note the restrictions which the proposed use is subject to. The civic uses in the SR zone is subject to LUC 3.5.3.2 , which requires the use to be governmentally owned and operated.

4. Provide a calculation of percent building and vehicle use area expansions detailing the existing and proposed square footages of buildings and vehicle use area.

5. Refer to the IBC section 1106 to determine the number of handicapped parking spaces and van accessible spaces are required. For uses providing between 200 and 300 vehicle parking spaces, 7 handicapped spaces are required, including one van accessible handicapped parking space. Dimension the widths of the standard and handicapped parking spaces, van accessible spaces and access ramps. Provide the maximum slope of the handicapped ramps and aisles to be provided (maximum =1:12).

6. Show the pedestrian sidewalk connecting to the right-of-way along Golf Links Road as shown on the previously approved site plan.

7. Please dimension the existing and future MS&R right-of-way and the distance from street monument lines to existing and future curbs and sidewalks for Golf Links Rd.
