Mary's Imaging-Site/Drainage Review REVIEWER: Doug Williams DATE: 5 September 2003 ACTIVITY NUMBER: T03CM00326 T14 S, R13 E, Sec. 10 SUMMARY: Comments 1-5, below do not appear to have been addressed from the first review. Approval of the Site Plan may not occur prior to Drainage Report and Floodplain Use Permit approval. A grading permit will be required for this development. Please submit a completed grading permit application with two sets of Grading Plans and a completed grading permit application. Please address all the comments listed below: SITE PLAN: 1. Please provide a basis of bearing and correct the basis of elevation title provided on the plan (elevation datum provided is titled as a basis of bearing). Due to the existing Federally mapped flood hazard area (100-year floodplain) encompassing the site, elevations must be tied to National Geodetic Vertical Datum (NGVD) in addition to City Datum (NAVD), for regulatory floodplain development and permitting purposes. Provision of a conversion formula in the drainage report and on the Site Plan is acceptable, if preferred. Please ensure this datum corresponds with Floodplain Use Permit submittal documents as well; 2. In accordance with Tucson Code, Section 26-11.2 (i), a $150.00 Engineering study review fee is required with the resubmittal of the Floodplain Use Permit Application (DSD activity # T03OT00458). It appears that the comments provided on March 30 have not been addressed. Comments pertaining to this permit application must be fully addressed prior to approval of the Site Plan; 3. Please provide a note on the site plan stating that the site lies within the 100-year floodplain; 4. Include reference to Development Standard (DS) 6-01.0 with keynote # 17; DRAINAGE REPORT: 1. The statement referenced in the attached report, HYDROLOGIC AND HYDRAULIC REPORT for Silverbell Rd., Saint Mary's Road to Speedway Blvd, by Southwest Engineers and Planners, does not adequately address conveyance of the Silvercroft Wash 100-year storm through the existing 3-cell box culvert (ref. page III-3. Please note that the culvert and roadway were existing at the time). The present submittal must completely address flow conveyance and potential overtopping of Anklam road at this location, as it appears to affect this site. Flood depths, finished floor elevation requirements and encroachment issues may then be accurately determined, based upon a thorough analysis at this structure; 2. The report must provide an encroachment analysis, demonstrating conformance to the applicable items listed in the City of Tucson's floodplain development regulations (Tucson Code, Section 26-5.2); 3. The hydrologic data sheet calculations for OFF 1 encompass a large area with different flow characteristics. Please delineate and calculate sub-watersheds, or segments to more accurately assess the 2-10- and 100-year flow rates affecting the site; 4. Provide certification that the proposed drainage plan, once properly constructed, will adhere to applicable Local, State, and Federal Floodplain Regulations. The entire site currently lies within a mapped FEMA Special Flood Hazard Area (100-year floodplain) - Zone A. A floodplain use permit is required for this development (SMDDFM 2.3.1.7 B); 5. Exhibit 3 does not appear to provide sufficient elevation data to demonstrate containment within the detention basin. Please ensure this data is provided on the exhibit/site plan; 6. Please specify the basin outlet weir dimensions, or preferably a weir detail, fully dimensioned, in the detention section of the report; 7. Previous comment #7 does not appear to have been fully addressed at this time. Analysis of the Silvercroft Wash crossing at Anklam Road (comment #1, above) may result in floodwater inundation of the site, as is depicted on the current Flood Insurance Rate Maps (FIRM's). Should this be the result of the analysis, the site plan must include 100-year water surface elevations onsite (SMDDFM, Section 2.3.1.4 C 1). Please address all of the above comments. Resubmittal shall include a revised Site Plan and Drainage Report, and should also include responses to, and resubmittal of, the Floodplain Use Permit Application comments of 30 March 2003 (DSD activity # T03T00458), and a completed grading permit application with accompanying documents.
