SUMMARY: Engineering Section has reviewed the drainage report, site plan, and grading plan received on 14 March, 2003. Approval of the Drainage Report, Site Plan, and Grading Plan is not recommended at this time. The following comments are offered:


DRAINAGE REPORT COMMENTS:

a) The percolation test elevations do not coincide with proposed basin bottom elevations - tests should be performed at, and below the proposed basin bottom location.
b) A security barrier is required where slopes are steeper than 4:1 H:V and water depths exceed 2', per Section 3.6.2 of the Pima County/City of Tucson Detention/Retention Manual (Development Standard - DS 10-01.0). Depict and label a minimum 42" security barrier in all such areas (see previous drainage report comment h, from 5 Feb. 2003). The consultant should note that a minimum 2' setback from property line is required, adjacent to the retention/detention basin cut slope. This area must be dimensioned and labeled, and must include depiction of a security barrier;
c) Depict and label the detention/retention basin 100-year ponding limits on the developed conditions drainage map, per the City of Tucson Standards Manual for Drainage Design and Floodplain Management - SMDDFM, Sec.2.3.1.6 A (DS 10-02.0);
d) Revise the proposed spot elevations on the developed conditions drainage map for the south side of the basin and at the driveway apron, demonstrating positive drainage exiting the basin and site. The proposed basin inlet, outlet and adjacent elevations north and south of the basin do not correspond with the design discussed in the report; there appears to be ponding in the parking area not discussed in the report.

SITE & GRADING PLAN COMMENTS:

a) Depict the detention/retention basin 100-year ponding limits, per the City of Tucson Standards Manual for Drainage Design and Floodplain Management - SMDDFM, Sec.2.3.1.6 A (DS 10-02.0);

The proposed basin inlet, outlet and adjacent elevations north and south of the basin do not correspond with the design discussed in the drainage report; there appears to be potential for ponding in the parking area and sheet flow over the Irvington Road public sidewalk as currently proposed, not discussed in the report.
d) Please include bases of bearing and elevation descriptions. The actual elevations and bearings must be noted on the plan, with reference to City of Tucson Field Book and Page for basis of elevation - see previous grading comment a, from 5 Feb. 2003 (DS 2-02.2.1.23);
