The Grading Plan and SWPPP were not approved at this time. Grading Plan comments: 1. Show roof drainage patterns and show that concentrated flows will not be directed over sidewalks. Show sidewalk scuppers for roof drainage locations so that the stormwater from a 10-year event will be conveyed under the sidewalk per City of Tucson Development Standards 2-08.4.1.E. 2. Clearly show and label the limits of grading. The limits of grading on the grading plan must correspond to the limits of disturbance in the SWPPP. 3. The finish floor elevations on the grading plan are lower than the finish floor elevations shown on the approved development plan. Show how positive drainage away from the building foundations will be achieved. 4. Include the site address on the grading plan. 5. Revise note 3 to refer to the IBC 2000 Chapter 36 as amended. 6. Revise detail B-B on sheet 3 to clarify that the cut slope of the drainage swale will be set back at least 2 feet from the property line per IBC 2000 Chapter 36 Section 14.2. SWPPP Comments: The Stormwater Pollution Prevention Plan submitted for the Rita Ranch Medical Office Building project does not appear to meet the requirements of the Arizona Department of Environmental Quality (ADEQ) Arizona Pollutant Discharge Elimination System (AzPDES) General Permit for Discharge from Construction Activities to Waters of the United States (General Permit or CGP). 1. Clearly identify all operators for the project site, and the areas over which each operator has control. Indicate which operator has operational control over construction plans and specifications and which operator has control over day-to-day operations. (Part IV.C.1) 2. Provide a table or some other method for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d) 3. Identify on the map drainage patterns and estimated slopes after grading. (Part IV.C.3.a.) 4. Identify on the map locations of structural and nonstructural controls identified in the SWPPP (Part IV.C.3.c) 5. Identify on the location map the receiving waters within one mile of the construction site. (Part IV.C.2.e) 6. Revise the inspection schedule to be consistent with the CGP. (Part IV.H) 7. Identify the nearest receiving water(s), including ephemeral and intermittent streams, dry sloughs, arroyos. The nearest receiving water appears to be an unnamed tributary of the Julian Wash. (Part IV.C.4) 8. Show, on the site map, locations nonstructural controls identified in the SWPPP. Provide instructions for implementing all of the identified practices. (Part IV.C.3.c) 9. Show, on the site map, locations where stabilization practices are expected to occur. (Part IV.C.3.d) 10. Identify on the site map locations where stormwater is discharged to a surface water or to an MS4. (Part IV.C.3.g) 11. Describe all pollution control measures. (Part IV.D.1) 12. Describe controls to be used to reduce pollutants from construction and waste materials stored on-site (including storage practices and spill prevention and response practices.) (Part IV.D.8.c) 13. Describe measures to be used to stabilize soil at culvert locations both during and after construction. (Part IV.D.8.e) 14. Include a copy of the general permit and the signed NOI that was or will be submitted to ADEQ. If other agreements with any state, local, or federal agencies exist that would affect the provisions or implementation of the SWPPP, include copies of those agreements. (Part IV.F) 15. Include a certification and signature for each operator in accordance with Part VII.K. Remove the "City of Tucson" from the certification signature line. (Part IV.J.1) 16. Add a note stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours: Arizona Department of Environmental Quality 1110 W. Thirty seven items on the ADEQ checklist indicate that information and forms are to be provided by the contractor. The SWPPP is not complete and cannot be approved without the required content. Provide forms and tables for all recordkeeping requirements. Revise the Grading Plan and the SWPPP to address all of these comments and resubmit two copies of the grading plan and three copies of the SWPPP.
