PLAN COMMENTS: 1) Delineate any FEMA Zone AE SFHA limits on planview that fall within the parcel boundaries. Assure that there will be no disturbance in these areas by depicting the proposed disturbance limits to exclude the Zone AE areas on planview. 2) Submit a floodplain use permit application with resubmittal. The floodplain use permit will be issued concurrently with the grading permit once it is approved. 3) For permitting purposes, there needs to be at least one sheet entitled Grading Plan. Each sheet of the grading plan needs to be stamped. 4) Grading design shall be clarified, especially in areas where drainage exits and enters the site. Clearly show within these areas existing and proposed elevations. Cross sections may be necessary to show how existing grades are being maintained. Revegetation or other permanent sediment and erosion control measures need to be called out for proposed disturbance areas at exit points near property boundaries. 5) Add the following notes to the Grading plan: a) Within 5 (five) days of issuance of this permit, through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "Construction proceeding under requirements of City of Tucson Floodplain Use Permit # T03OT02280. For information please call 791-5550." b) The existing drainage patterns at the property lines shall not be obstructed. c) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. d) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of site development. e) This permit covers disturbance of the floodplain for the grading shown on the plans that are within the parcel. All activity situated to the west of the Irrigation Lake within the right-of-way of North El Rio Drive is subject to review by Permits and Codes. A Right-of-way Use Permit may be required for any earthwork construction within the existing public right-of-way. f) Any future walls that may need to be constructed will require a separate grading and building permit review. This permit does not authorize the construction of structures. Any construction for such structures shall be authorized by a separate building permit. g) All grading shall conform to the latest edition of the 2000 International Building Code Chapter 36. 6) Add the following General Grading Notes to "Grubbing and Drainage Plan" (sheet 3): a) The architect or other persons may not revise grading limits. A revised grading plan is needed for changes to limits of disturbance and may be required after site inspection or after the City Engineer has determined a revised grading plan is needed. Substantial modification to grading may require a revised grading plan submittal for review by Development Services Department. b) No additional grading in the fairway, either with or without the architect's directives, may occur unless City of Tucson Development Services' engineer or inspector provides approval. c) Grading of the eastern hill shall require periodic inspections by Development Services Department inspector. Call 791-5550 for an inspection. 7) Provide a legend on the grading plan explaining each delineation and show limits of grading delineation. 8) Assure all proposed disturbance areas are clearly labeled on planview. Specifically, show disturbance limits at east hill where excavation for earthwork will be performed, providing a disturbance setback from property line at this location. 9) Provide estimates for cut and fill quantities for earthwork and total disturbance area in square feet and acreage on grading plan. 10) Show how grading design maintains the existing flow patterns. If grading design is not clarified at points where flow exits and enters the site are not maintained, a drainage statement may be required. 11) Depict and label locations for any utility easements on site. 12) Show or label any existing sidewalk. 13) Label more existing contour lines on plan view. 14) Label and provide local benchmark with location on plan view. 15) Label locations for construction access to site. 16) The SWPPP shall be accepted prior to approval of the Grading Plan. Address the following for the SWPPP: 1. Show on the location map the receiving waters within one mile of the construction site. (Part IV.C.2.e) 2. Correctly identify the nearest receiving water(s), including ephemeral and intermittent streams, dry sloughs, arroyos. The El Rio Wash crosses the project area and the Silvercroft Wash is West of El Rio Drive. (Part IV.C.4) 3. Revise the site map to show directions of stormwater flow (e.g., use arrows to show which ways stormwater will flow) and approximate slopes anticipated after major grading activities. (Part IV.C.3.a) 4. Show, on the site map, areas of soil disturbance and areas that will not be disturbed. (Part IV.C.3.b) 5. Show, on the site map, locations of structural and nonstructural controls identified in the SWPPP. (Part IV.C.3.c) 6. Show, on the site map, locations where stabilization practices are expected to occur. (Part IV.C.3.d) 7. Show and label, on the site map, locations of all surface water bodies (including ponds). (Part IV.C.3.f) 8. Show, on the site map, locations where stormwater discharges to a surface water (including ephemeral waters or dry washes) and to MS4s. (Part IV.C.3.g) 9. Specify that erosion and sediment controls shall be designed to retain sediment on site to the extent practicable. (Part IV.D.2.a) 10. Specify that when sediment escapes the construction site, offsite accumulations of sediment must be routinely removed and at a frequency sufficient to ensure no adverse effects on water quality. (Part IV.D.2.a) (Part IV.D.2.c) 11. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1) 12. The SWPPP indicates that some of the required information will be provided by the contractor or owner prior to commencement of construction. The grading permit will be approved with the condition that the required information will be provided and approved by the reviewing engineer or by an environmental inspector from Development Services before the start of construction activities. Address all the above comments. For resubmittal, provide 3 copies of the revised grading plan, 3 copies of the revised SWPPP sets, and floodplain use permit application.
