DATE: April 30, 2004 ACTIVITY NUMBERS: T03CM05846/T03BU03176 SUMMARY: The Engineering Section has reviewed the Drainage Report, Soils Report, Stormwater Pollution Prevention Plan (SWPPP), Site Plan and Grading Plan for the proposed apartments on Milton Road. The site plan and grading plan cannot be approved at this time. The following comments must be addressed in the next submittal. Drainage Report/Soils Report 1. As previously commented, provide percolation tests with the resubmittal. The tests should be performed at the approximate level of the bottom of the proposed basins. Testing shall be performed in accordance with the procedure recommended by the Pima County Department of Transportation and Flood Control District. Use the results to demonstrate that the contents of the basins will percolate into the soil within 12 hours. 2. As previously commented, provide in a soils report a discussion of the proximity of the proposed basin to the proposed structure and pavement locations. Page 4 of the Terracon Geotechnical Engineering Report indicates that "additional foundation movement could occur if water from any source infiltrates the foundation soils; therefore proper drainage should be provided in the final design and during construction. Page 11 specifies that positive drainage should be provided for at least 10 feet from perimeter wall and irrigation should not be performed within 5 feet of foundation walls or pavement. 3. Show that the sidewalks and pedestrian routes adjacent to the Storage/Rec building will be kept flood free for up to the discharge from a 10-year storm event Grading Plan 4. Revise Sections B, C, E, and F to clearly indicate that the entire wall including footing will be within the property boundaries. SWPPP 5. Section 10.1.4 on page 6 of the SWPPP, identifies an operator for the Lakeside Parkway Office/Apartments development. Please identify an operator for this project. 6. Part IV.D.2.c. Describe the practice and schedule to routinely remove offsite accumulation of sediment. 7. Part IV.D.4.c.i. Maintain records of the dates when major grading activities occur. 8. Part IV.D.4.c.ii. Maintain records of when construction activities cease (temporarily or permanently). 9. Part IV.D.4.c.iii. Maintain records of when stabilization is initiated and completed and any reason for delays. 10. Part IV.D.4.c. Describe record keeping efforts; include forms/checklists used for keeping the required data. 11. Part IV.H.1. Indicate that the inspection frequency is to be at least once every 7 calendar days or Indicate that the inspection frequency is to be at least once every 14 days and also within 24 hours of the end of each storm event of equal to or greater than 0.5 inches Resubmittal will require a revised Site Plan, Soils Report, SWPPP, Drainage Report and Grading Plan addressing all items listed above.
