SUMMARY: Engineering Division has reviewed the Grading and Drainage and Stormwater Pollution Prevention Plans received on 7 December 2003. Approval is not recommended at this time. Please address the following comments:

Grading Plan:
1. Please revise General Grading and Drainage Note # 7 to reference conformance to excavation and grading requirements outlined in the 2000 International Building Code (IBC) - local amendment (Chapter 36).
2. Please depict roof drainage direction(s) with downspout locations and notation for conveyance of 10-year flows under sidewalk areas (Development Standard - DS 2-08.5.1 E, 3-01.2.8 C).
3. Provide a scupper or other appropriate design for runoff conveyance under the public sidewalk area at the swale discharge point, (n/w corner of the site) (DS 3-01.2.8 C, 3-01.4.4 F).
4. Please provide additional pavement and gutter elevations in the northwest parking area - proposed drainage is not clear with the gutter elevations and slope directions/percentages provided.
5. Provide total area to be disturbed, in square feet, for reseeding bond amount determination.
6. Provide a copy of the soils investigation with grading recommendations (note 19).
7. Clearly delineate and label grading limits on sheet 2 of 3.
8. Please check/revise the eastern-most parking area dimensions in section C-C (noted as 19', should this be 18' wide?)
9. Provide cross-section A-A.
10. Provide a copy of the document for permission to work on Thunderbird Palms property.
11. Please provide the administrative address on sheet 1.

Stormwater Pollution Prevention Plan (SWPPP):
1. Depict an appropriate washout location on sheet 2 (see page 5 - stabilization practices).
2. Depict a stabilized construction entrance.
3. Provide sheet 2 of the Notice of Intent (NOI).


The SWPPP may be approved with the condition that the following items be completed prior to commencement of any construction activity onsite, if not available and included with the resubmittal:
a. Provision of contractor and sub-contractor's names/certifications in appropriate locations in the SWPPP, to include the contractor and sub-contractors' narratives describing the means by which maintenance/inspection procedures will be accomplished and the best management plans for prevention of non-stormwater discharges (see contractor's report section of the SWPPP);
b. depiction of locations of onsite material storage areas (sheet 2);
Please address all of the above comments. Resubmittal shall include revised Grading and Drainage Plans, a copy of the document for permission to work on Thunderbird property, and copies of the soil investigations and (revised) SWPPP reports.
