A copy of the Hydrologic / Hydraulic Report and Geotechnical Engineering Report were received by Engineering on December 16, 2003. The Hydrologic / Hydraulic Report was reviewed for grading plan purposes only. Engineering has reviewed the received items and does not recommend approval of the Grading Plan until the following comments are addressed. DRAINAGE COMMENTS: 1) Provide in drainage report, and label on plan view, the proposed basin spillway riprap thickness and D50. 2) An exhibit is missing from pocket in appendix. Provide all exhibits in the Hydrologic / Hydraulic Report. Submit two bound copies of the Final Drainage Report with all addenda, data, and administrative address. GRADING PLAN COMMENTS: 3) Clearly define limits of grading on plan view. Assure that area is provided within the grading limits for construction maneuverability and earthwork activities. 4) Tie project property line to basis of bearing on a plan view. 5) Add to or clarify in legend, or, label the following symbols on plan view: a) grading limits delineation; b) any existing onsite utility lines; c) 100-year floodplain limits; d) existing contour lines; e) symbol for corner lot monumentation; f) street survey monument symbol. 6) Address the following General Grading Notes comments: a) Revise General Grading Note 10 to state that all grading shall conform to the latest edition of the 2000 International Building Code, Chapter 36; a) Update General Grading Note 11 to state that the project shall conform to recommendations in current Geotechnical Engineering Report (with date and job number) and any addenda; b) revise General Grading Note 15 and change reference to Pima County to the City of Tucson; c) label on plan view the benchmark referenced in General Grading Note 18, or provide local benchmark; d) for General Grading Note 20, complete sentence. 7) Label and delineate all areas and easements: a) 100-year Floodplain; b) For the portion of the gabion bank protection key-in, which encroaches the property, delineate a public drainage easement; c) If construction for outlet pipes occur beyond the property limits, delineate and label any proposed drainage easements along Rodeo Wash; d) public drainageway maintenance access area. 8) Provide cross sections for the following areas: a) section west of west basin, dimensioning distance between basin slopes, grading limit line, and property line; b) section west of west units 1-5, dimensioning distance between rear grading for unit 1, 2-foot minimum setback (slope setback distances per section IBC Chap.36 Sec.14.2&3), grading limit line, and property line. Show how footer of any future screen walls are placed wholly on one side of property line; c) sections at parking area for entrances to basins, showing curb cuts and low points; d) sections for weir structures clarifying widths of weirs; e) sections showing minimum slope grades away from structures for west side of east basin to unit 15 and east side of west basin to unit 6. 9) For both retention/detention basin details on sheet 2, address the following comments: a) add grading limit delineation to clarify width of disturbance for outlet pipe trenching; b) add flow arrows, minimum percentage slope grade in basin floors, and spot elevations including focal drainage points in basins; c) provide dimensions at bottom of basins. 10) At crossing for east basin entrance channel and sidewalk, address the following: a) clarify whether there will be a scupper, or other crossing type; b) add spot elevations along flow line of channel and along sidewalk in this area; c) label standard detail for handrail or curbing to reduce potential for wheelchair roll-off. 11) Add notation for the following: a) indicate that the basin shall not be used as temporary construction vehicle or material areas; b) reference any landscape plans; c) identify and label with square footage of disturbance areas; d) add earthwork quantities to cover sheet; e) add notation regarding contacting Permits & Code, 791-5100, s for obtaining right-of-way use permit(s) for construction of gabion bank protection and / or basin outlet pipes; f) add that any walls will need to obtain separate building permit. 12) Provide distances between basins and buildings and property line on sheet 2. 13) Provide spot elevations at corners of lots. 14) Check elevations for area near east entrance, clarifying grade break location to prevent stormwater runoff from entering from right-of-way watershed. Assure traversable grades at this entrance near channel opening. 15) Show how flows will be directed in common area near units 16-19; add spot elevations, minimum slopes, and flow arrows in this area to depict positive drainage away from structures. 16) Provide a typical lot grading detail. 17) Provide bearings for private drive centerlines. 18) Show sight visibility triangles on sheet 1. 19) Label thickness and D50 for rip rap. 20) Label wall opening typical spacing and sizing for any future walls. 21) Provide sidewalk curb access ramps at west ends of proposed sidewalks. Provide standard detail callout for sidewalk curb access ramps along the street frontage and on site. 22) Remove or clarify floating "___cfs" flow arrows and notations on sheet 1. 23) Add type of material of 12" outlet pipes to detail for weir structures. 24) Add notation for standard detail callout for vertical curb in private street cross section detail. 25) IBC Chap 36 Sec 11: A grading bond shall be posted for native seeding at (or before) issuance of grading permit. The amount of this bond will be determined upon submittal of square footage of disturbance. SWPPP COMMENTS: 26) Provide revisions to the SWPPP submittal according to the following comments: a) Clarify and identify locations for grading construction access to site. b) Clarify the descriptions of the discharges in sections 2.7 and 2.8 on page 4 of the SWPPP. Show the drainage patterns on the site map. (AzPDES Construction General Permit Part IV.C.3.a and Part IV.C.4) c) For each major activity identified in the project description, the SWPPP must clearly describe the general sequence during the construction process that control measures will be implemented. (Part IV.D.1) Show, on the site map, locations of nonstructural controls identified in the SWPPP. (Part IV.C.3.c) d) Show, on the site map, locations where stabilization practices, including paving, rip rap and landscaping, are expected to occur. (Part IV.C.3.d) e) Describe and identify interim and permanent stabilization practices for the site, including a schedule of when the practices will be implemented. (Part IV.D.4.a) f) Document where any existing vegetation is to be preserved as recommended on page 9 Section 4.2.e. (Part IV.D.4.a) g) Specify which inspection schedule will be followed (Part IV.H.1) h) Place velocity dissipation devices at discharge locations to provide a non-erosive flow velocity from the structure to a water course so that the natural physical and biological characteristics and functions are maintained and protected (e.g. no significant changes in the hydrological regime of the receiving water). Specify that velocity dissipation devices will be installed as early as possible in the construction process. (Part IV.D.5.b) i) Describe where concrete washout will occur on the site, and the practices that will be followed to ensure that the concrete washout will not become a pollutant by being discharged elsewhere. (Part IV.D.7); j) Revise the SWPPP plan sheets to show an approved practice for keeping concrete and cement mortar out of drainageways. Silt fence and straw bales are not appropriate controls for concrete and cement mortar. k) Identify all allowable sources of non-stormwater discharges except for flows from fire fighting activities. Non-storm water discharges are to be eliminated or reduced to the extent feasible. (Part IV.D.7) l) Describe appropriate BMPs to minimize pollutants in any non-stormwater discharges. Superchlorinated wastewaters must be held on-site until the chlorine dissipates, or otherwise dechlorinated prior to discharge, except if used in emergency firefighting,. (Part IV.D.7) m) Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1). Add a note stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours: Arizona Department of Environmental Quality 1110 W.
