Please include a letter with the next submittal addressing how all the engineering and floodplain comments have been addressed. Resubmittal Required: Grading Plan Grading Plan 1. A copy of the stamped approved Development Plan must be included with the Grading Plan submittal. 2. A Flood Use Permit is required prior to Grading Plan approval. 3. The Grading Plan must match the Development Plan. The D.P. is currently in the review process. Changes made to the D.P. must be reflected on the Grading Plan. 4. Placement of fill in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site (less any intervening non-developable property ouside of the site) shall require: 1) Written justification based on engineering/technical reasons. 2) Written permission of the Director of the Development Services Center or his assignee. 3) Notification of the property owners adjacent to the fill site (with copies to the Council Office and the Director of DSC) prior to the approval of a grading plan. Said notification shall include reference to this ordinance, the justification presented as the basis for the excess fill, the approval letter from DSC, and the name, address, and phone number of the owner/developer and the engineer of record. 4) Preparation of a mitigation plan (i.e. additional setbacks, terracing, enhanced buffering/landscaping, etc.) acceptable to a simple majority of the notified property owners. The acceptablility of the mitigation plan by the notified property owners must be documented and made a part of the approved grading plan and permit. 5. Place a note on the plan that all roof downspouts will be routed under any adjacent sidewalk. Sidewalks must be flood free for up to the ten year event. DS 2-08.4.1.E Flood Use Permit 1. The Drainage Report must determine the minimum finish floor elevation for all structures in the floodplain. The finish floor must be a minimum of one foot above the highest WSEL at any point on any structure in the floodplain. A structure is defined as "a walled and/or roofed building". Structures include garages. The minimum FFE for the garages must be one foot above the WSEL. The information on FFE submitted in the Drainage Report will be used on the elevation certificates as the minimum requirements. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: STORM WATER POLLUTION PREVENTION PLAN. 1. Provide estimated run-off coefficients for pre-construction and post-construction conditions. (Part IV.C.2.d) 2. The SWPPP must identify and address offsite material storage areas or borrow areas (stock piles) used solely by the operator's project. Identify off-site material storage areas, including stock piles used solely by the project. (Part IV.C.6) 3. Good housekeeping practices are addressed for pollutants associated with construction activities other than sediment. However in the event of a chemical or hazardous substance spill, spill prevention and control has not been addressed in the SWPPP. Section 7 of the SWPPP states that in the event of a spill ADEQ will be notified. This is not adequate. The contractor needs to have the necessary information on site to clean up a chemical spill properly. Please describe a spill prevention and control plan in the SWPPP narrative. Refer to the Spill Prevention and Control Guidelines in the Caltrans Best Management Practices Manual. (Part IV.C.6.) 4. Please state in the narrative (Section 2 General Best Management Practices) that all BMPs must be properly selected, installed and maintained per specifications and good engineering practices. (Part IV.D.2.b) 5. Per Part IV.D.2.b., if periodic inspections or other information is discovered that indicates a control has been used inappropriately, or installed incorrectly, the operator must replace or modify the control for site situations as soon as practicable and before the next anticipated storm event. Under Section 7 page 19 BMP's that have been inspected to be inadequate are to be replaced within 7 days of the inspection or if not before a storm event as soon as implementation is practical. Please revise per Part IV.D.2.b. 6. The operator must remove sediment from sediment traps or sedimentation ponds when design capacity has been reduced by 50%.
