SUMMARY: Engineering Division has reviewed the drainage report, site, grading, floodplain use and stormwater pollution prevention plan (SWPPP) permit applications received on 10 October 2003. Approval is not recommended at this time. The following comments must be addressed:

1. Section 26-11.2 i of the Tucson Code specifies a Floodplain Use Permit Fee for reviews of engineering studies, including review of (a) first resubmittal, a fee of $150.00. This fee must be remitted prior to, or concurrent with a revised drainage report or addendum addressing comment # 4 below;
2. Please provide recording information for the abandonment of the existing 60' drainage easement for conveyance of flow associated with concentration point D14A. If not recorded, the easement must be abandoned with recording information provided prior to approval of a grading permit;
3. Revise the grading design to pull back the proposed encroachment so that no development will occur within the Watercourse Amenities and Safety Habitat (W.A.S.H.) Study Area (sheet C10), or provide appropriate W.A.S.H. submittal documents in accordance with Chapter 29, Article VIII, Tucson Code;
4. Revise the box culvert dimensions (roadway crossing detail 14/14) to match those presented in the drainage report;
5. Please provide existing conditions hydraulic modeling for Mission Park Wash demonstrating the proposed box culvert does not cause adverse impact to adjacent property or right of way, upstream or downstream. Specifically, demonstrate the tailwater elevation at the existing upstream culvert is maintained, or that adverse effects do not occur under developed conditions, Tucson Code, Section 26-5.2.2 and 26-5.2.3
6. Label new concrete headers (per PC/COT Standard Detail 213) at the driveway entrance onto Calle Santa Cruz (Sheet C 13). A right of way permit will be required for the new entrance - contact Permits and Codes Division, Tucson Department of Transportation (TDOT) at 791-5100 for permit information;

SWPPP COMMENTS:
1. Depict an acceptable designated washout area location on sheet 2 of the SWPPP. This office requires notification (Engineering Division), should a change to the washout location be made or proposed;
2. Depict the 50' W.A.S.H. Study Area, and revise the interim erosion control device and grading limits on sheet 2 of the SWPPP (see previous comment # 3, above);
3. The SWPP may be approved with a grading permit condition that the narrative referenced (in bold on page 10) describing the best management plan for preventing nonstormwater discharges, and the contractor's report be provided as a part of the SWPPP prior to commencement of grading activities.

The following comments are not required to be addressed, but may be considered for good engineering practice:

1. The report should address conveyance of flows through the site, if intended, particularly for concentration points D1 and D14A;
2. Depict proposed refuse container size(s), location(s) and access thereto, fully labeled and dimensioned in accordance with Development Standards 2-02.2.1.32 and 6-01.0;
3. Revise keynote # 34 on Sheet C8 to reference detail 1/C14;
4. Please clarify where the catch basin depicted in detail 17/14 will be located in plan view on Sheet C4;

Please address all of the above comments. Resubmittal shall include a revised site and grading plan, drainage report, SWPPP's and required accompanying documents.
