A current Grading Plan, SWPPP, Drainage Report, Geotechnical Engineering Report, and copy of accepted Tentative Plat were received by DSD on October 21, 2003. Development Services Department Engineering Division has performed a review of the received items and does not recommend approval of the Grading Plan at this time. The Drainage Report was reviewed for Grading Plan purposes only. DRAINAGE REPORT COMMENTS: 1) Delineate FEMA Zone A Floodplain limits per panel 2210K on drainage exhibit. To assure that a LOMR will not be required, provide discussion as to whether the project encroaches the FEMA floodplain. 2) Figure 3 Developed Site exhibit shows an erosion hazard setback line that does not match the grading plan erosion hazard lines. Explain discrepancy and provide design and calculations for lots 3 - 5 for erosion protection that does not encroach any floodplain limits. 3) Provide design for scour protection for the 100-year floodplain for public right-of-way to be reviewed and accepted by Permits & Codes. Provide copy of acceptance letter from Permits & Codes. 4) Submit Floodplain Use Permit Application for any general grading for the project where disturbance encroaches any floodplain. 5) Submit two bound copies of the Final Drainage Report with all addenda, data, and administrative address. GENERAL GRADING PLAN COMMENTS: 6) Delineate FEMA Zone A Floodplain limits per panel 2210K on plan view. 7) Clearly delineate all erosion hazard setback lines on plan view. 8) Add cross section detail for erosion protection for Mariah Joy Place. 9) Label and add notation for size and type of the two existing drainage structures to the north. Provide invert elevation for exit invert of culvert between lots 20 and 21. 10) Label Common Area "A" as "Set Aside Undisturbed Natural Area" on plan view. 11) Add notation to plan view as well as notations to details E, F, and G on sheet 3 that there is a 30' undisturbed Natural Buffer to be preserved and maintained in its natural state per variance C10-99-47. 12) Clarify slope system for details E & F to meet maximum slope grade of 3:1(H:V) per LUC 3.7.5.2.E. A design for a natural looking system shall be provided to meet Scenic Corridor Criteria per LUC 2.8.2. 13) Explain notation "RESTRICTED AREA FENCE WASH BUFFER ACCESS PRIOR TO CONSTRUCTION." Grading Limits do not match this line; explain discrepancy. The disturbance limits and construction access must be clearly depicted on the grading plan and SWPPP. 14) Show locations of fencing to protect 25' wash buffer areas. This fence shall be clearly depicted as being placed within grading limits. Notation shall be added stating that this temporary fencing shall be established prior to beginning grading construction. set 15) Horizontal location of detail G/4 structure shall be clarified. 16) Provide square footage of total area of site disturbance as a notation. 17) Show and label location basis of bearing on plan view. Clearly tie project to basis of bearing. 18) Northwestern edge of grading limits are depicted outside of lot 20. Provide boundary distances and bearings and assure that all grading limits are within the boundary. 19) A right-of-way use permit needs to be obtained if there is any work in the existing public right-of-way. Contact Permits & Codes regarding obtaining ROW use permit information, 791-5100. 20) For legend, add the following: a) hatching for concrete; b) erosion hazard setback delineation; c) existing fence; d) construction fence; e) retaining wall linetype; f) street and lot corner survey monument symbol. 21) Show basin inlet elevation on Detail B-B on sheet 4. 22) Provide a low point in the proposed basins and show flow arrows or some spot elevations for general grading for positive drainage. 23) Show and label existing utility easements, including sewer line along east side of project. Check proposed grading and assure that no cut grading occurs within the sewer easement near basin area, for plan views on sheets 2 and 4. 24) Add general Note to Grading Plan stating that earthwork shall conform to the Geotechnical Engineering Report prepared by LMT dated 12/2/02 and any subsequent geotechnical addenda. 25) Provide Stormwater Pollution Prevention Plan in accordance with current AzPDES requirements. See attached AzPDES packet. The re-submittal should address all the above items. Submit two copies of the revised Grading Plan and Drainage Report, and any other documentation.
