SUMMARY: Engineering Division has reviewed the Grading and Stormwater Pollution Prevention Plans (SWPPPS) received November 12, 2003. Approval of the grading plan is not recommended at this time. The SWPPP's and corresponding text are approved. The following comments must be addressed on the grading plan:

1. Provide roof drainage arrows and sidewalk underdrain invert elevations at locations where roof drainage/site runoff may accumulate adjacent to structures. Some locations are indicated (redlines) on the plans, but not necessarily all;
2. Provide wall opening notes/details at all locations where runoff is to be accepted/conveyed onsite, and along each perimeter;
3. Please extend riprap erosion protection to the property line at the north wall opening locations, and pull the north basin outlet erosion protection back to the property line;
4. Provide an appropriate curb opening note near the north basin inlet - west of the planter island (see redline for exact location);
5. Provide clear indication on sheet 6 of 11 that a minimum 42" security barrier around the north basin perimeter will be installed, reflecting any changes if necessary, on sheet 11. Security barriers are required at all locations where water depths exceed 2 feet and slopes are steeper than 4:1 (Section 3.6.2 - Pima County City of Tucson Stormwater Detention/Retention Manual - Development Standard 10-01.0);
6. Provide north basin outlet bleed-off pipe/orifice construction details, fully labeled/dimensioned, with elevations provided;
7. Revise the eastern entrance median island curb construction, in accordance with Fire Department approval condition of approval;
8. Due to concerns regarding post-construction basin infiltration, please add the following general grading note: "Infiltration test results shall be submitted upon basin completion, after 90% grading construction is completed. The Certificate(s) of Occupancy for commercial sites shall be held until functions of basins are determined to meet design requirements as specified per the approved drainage and geotechnical reports."
Please note the following:
A. Separate retaining wall permits are required for all retaining walls, where the distance from bottom of footer to top of retained fill is 4 feet or more;
B. A Private Improvement Agreement (PIA) may be, and separate right of way permits will be required for all excavations/improvements in the right of way. Permits may be obtained from Permits and Codes Section, Tucson Department of Transportation (TDOT) on the 4th floor of the Pima County/City of Tucson Public Works building, 201 North Stone Ave. For questions/inquiries call 791-5100;
