Development Services Department Engineering Division has performed a review of the received items and does not recommend approval of the Grading Plan at this time. The Drainage Report was reviewed for Grading Plan purposes only. DRAINAGE REPORT COMMENTS: 1) Provide calculations for size and spacing for wall openings. 2) Demonstrate that the 100-year flow is contained within the right-of-way. 3) Submit two bound copies of the Final Drainage Report with all addenda, data, and administrative address. GENERAL GRADING PLAN COMMENTS: 4) Provide a detail on Grading Plan for the proposed natural colored grated inlet, showing dimensions and color. 5) A right-of-way use permit needs to be obtained for installation of RCP in the existing public right-of-way. Contact Permits & Codes regarding obtaining ROW use permit information, 791-5100. GRADING PLAN SHEETS COMMENTS: Sheet 1: 6) Show and label location basis of bearing on plan view. Clearly tie project to basis of bearing. 7) Provide square footage of disturbance area as a notation. 8) Address the following comments for the General Grading Notes: a) Update General Note 11 to state that the project shall conform to recommendations in current geotechnical evaluation report and any addenda. b) Update reference in General Grading Note 15 for Grading Ordinance (IBC 2000 Chapter 36) c) Provide specific geotechnical and grading construction directions for General Grading Note 17 for removal of any contaminated soil. 9) For legend, address the following: a) add "(H:V) HORIZONTAL TO VERTICAL SLOPES, TYPICAL", or similar wording, for slope grades; b) add linetypes for existing / proposed / intermediary / index contour lines; c) add hatching for concrete; d) add existing utility symbols; e) add existing fence; f) add street survey monument symbol. Sheet 2: 11) Provide dimensions at bottom of basin. 12) Provide slope setback for the south channel. The top of cut slopes shall not be made nearer to a site boundary line than one fifth of the vertical height of cut with a minimum of 2 feet. This setback may need to be increased for interceptor swales. 13) Show interceptor drainage design for flows entering south portion of lot 30 and west portion of lot 31. 14) On plan view, identify utilities with removal / relocation notations including approximate well location, onsite overhead electric poles, and locations of potential leachate field areas. 15) Provide a low point in the proposed basins and show flow arrows or some spot elevations for general grading for positive drainage. 16) Label some proposed intermediary contour lines on plan view. 17) Provide boundary data. Boundary distances and bearings shall match boundary closure calculations and title report. 18) Add finished pavement grade break notations with spot elevations. 19) Designate areas where existing vegetation will be preserved and state how area will be identified by adding notation for string line or construction fencing. 20) Label easements as public or private per the approved Tentative Plat. Sheet 3: 21) Provide a detailed cross section for new RCP system. 22) Provide clarification for the typical lot drainage flow details: a) change "WEEP HOLES" to "WALL OPENINGS", unless there are proposed retaining systems; b) provide notation for typical wall opening sizing and spacing; c) for lots 19-28, show detail information for rear patio walls or other form of security barriers that will be constructed in conjunction with this grading permit. 23) Clarify notations for slope grade for top side slopes of basin; whether MINimum slope of 2:1(H:V) should be MAXimum slope of 2:1(H:V). 24) Provide further spot elevations / sections to clarify construction for weir structure and spillway. 25) Provide outlet riprap splash pad at "end of curb" at base of basin spillway. 26) For detail E, provide and show on the detail a minimum grading setback dimension. (See comment 12) 27) For details F and H, address the following: a) clarify size of D50 for riprap at spillway outlet slash pad; b) provide thickness of concrete; c) explain purpose of toedown for concrete spillway; d) specify reinforcement material for concrete spillway; e) clarify scupper opening height; f) Label and provide existing contour lines; g) call out detail standard for scupper; h) label standard detail for handrail at scupper; i) call out railing standard detail. 28) Clarify overbuild on TYPICAL FRONT VIEW SECTION and detail K. Assure minimum fill or cut slope setbacks are provided. SWPPP COMMENTS: 29) Provide revisions to the SWPPP submittal according to the following comments: a) Attach a copy of the approved Grading Plan to the SWPPP plans once approved. b) Revise the Stormwater Pollution Prevention Plan (SWPPP) to provide a general location map showing and identifying receiving waters within 1 mile including unnamed watercourses and any storm drains that may receive discharges from the site. (Part IV.C.2.e); c) Add a note stating that if sediment does leave the site, off-site accumulation of sediment must be routinely removed to ensure no adverse effects on water quality. (Part IV.D.2.c); d) Document areas where existing vegetation will be preserved and state how area will be designated by adding notation for string line or construction fencing. (Part IV.D.4.a); e) Show on the site map where concrete, paint and stucco will be washed out on the site. (Part IV.D.7); f) The SWPPP states that no concrete washout will occur on the site. Describe the practices that will be followed to ensure that the concrete washout will not become a pollutant by being discharged elsewhere. (Part IV.D.7); g) Revise the SWPPP plan sheets to show an approved practice for keeping concrete and cement mortar out of drainageways. Silt fence and straw bales are not appropriate controls for concrete and cement mortar. 30) Provide boundary data on plan view. GEOTECHNICAL EVALUATION COMMENTS: 31) The revised geotechnical evaluation was accepted for Tentative Plat purposes only. In order for Grading Plan approval, the following comments shall be completely addressed. As stated from previous comments, clarify or provide geotechnical engineering information specific to the project: a) Provide percolation test results. b) Provide description of existing conditions at the site. As stated previously, it appears from a field investigation that there is evidence of well and leach fields on site; with one leach field at the location of the proposed basin. c) Specifically identify on plan view the limits of the existing on-site private sewer disposal system that appear to be near the location of the proposed basin area. Geotechnical Evaluation shall describe geotechnical recommendations for excavation of contaminated soils will be removed and disposed. It is imperative that this grading information be well-defined and explicit. d) Although geotechnical evaluation states that no utilities were seen, show utility services on plan view for grading plan. e) Provide description of soil constraints for structural design of foundations and walls, including minimum distance from foundations to drainage swales and minimum slope grades adjacent to building pads or foundations; f) A complete revised bound geotechnical evaluation must be submitted and accepted. g) Provide addendum regarding acceptance of grading plans with regards to meeting geotechnical recommendations. Geotechnical report or addenda shall provide clarification of acceptable minimum distance from foundations to any proposed drainage swales. The next submittal should address all the above items. Submit revised Grading Plan, copy of closure calculations, revised geotechnical evaluation with any addenda, and revised Drainage Report.
