Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: STORM WATER POLLUTION PREVENTION PLAN. 1. Include in the title block on the Storm Water Pollution Prevention Plan SWPPP, "Site Map". 2. Include a statement that the project is in compliance with all applicable Federal State, or local requirements. (Part IV.G) 3. Include in the Spill Prevention and on any inspection form, a general note stating, "Report oil or hazardous materials releases in excess of reportable quantities, or that may endanger human health or the environment, within 24 hours to ADEQ: (602) 771-4466 FAX (602) 771-4505." (Part VI.L.5.a.) 4. Confirm that Tucri Property, LP will be the operator with day to day control. Is Tucri Property, LP going to be the general contractor for the overall site construction? Where an operator is unknown (such as a yet to be determined general contractor) leave a space for the identity to be supplied later. (Part IV.C.1) 5. Provide estimated run-off coefficients for pre-construction conditions. (Part IV.C.2.d) 6. Provide existing data on soils and quality of site discharges. (Part IV.C.2.d) 7. On the location map identify the nearest receiving waters within 1 mile. For consistency provide a location map in the narrative document. (Part IV.C.2.e) 8. Add a general note to Section 6.0, Certification of Compliance, to the site map and the narrative stating each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson. 9. SWPPP requirements imposed by the City of Tucson for stormwater management is under the Arizona Department of Environmental Quality Arizona Pollutant Discharge Elimination System general permit, not the Environmental Protection Agency. Please change this in the narrative, Section 6, Certification of Compliance. 10. In the Section 2.4., Sequence of Major Construction Activities, installation of erosion and SWPPP controls should take place prior to any grubbing or pre-grading activities. Please revise this section as necessary. 11. If sediment does leave the site, off-site accumulation of sediment must be routinely removed to ensure no adverse effects on water quality. (Part IV.D.2.c) For consistency between the narrative and the site map, address off-site vehicle tracking from the narrative, Section 4.0, Other Controls, on the Site Map. 12. Document areas where existing vegetation will be preserved on the site map. If there is no existing vegetation to be preserved please state in the narrative in Section 3.1., Stabilization Practices. (Part IV.D.4.a) 13. Non-Storm Water Discharges are listed Section 7.2. in the narrative. The NOI clearly states there are, "None". Revise the discrepancy between the two documents. 14. The following records of stabilization must be maintained: Dates when major grading activities occur. (Part IV.D.4.c.i), Dates when construction temporarily or permanently ceases on a portion of the site. (Part IV.D.4.c.ii), Dates when stabilization measures are initiated and completed. (Part IV.D.4.c.iii). Please refine Section 7.0, Maintenance and Inspection Procedures to include the requirements. 15. Section 7.1.3., Maintenance and Inspection Procedures, change Pima County to read the City Of Tucson. 16. Show existing drainage patterns on the site map. (Part IV.C.3.a) 17. In addition to sending a Notice of Termination (NOT) to the city, they are also required to be sent to: Stormwater Program-Water Permits Section/NOT, Arizona Department of Environmental Quality (5415B-3), 1110 West Washington, Phoenix, Arizona, 85007. Revise the general note number 6 on the Site Map accordingly. 18. The information in the report/narrative must be consistent with the plan sheets/site map. Designate an area on the site map for the Concrete Truck Washouts noted in Section 9.1.3.D. 19. The Wash Rack noted on the site map must be addressed in the narrative or removed from the site map. If the Wash Rack detail is to remain on the site map show the location of the wash rack on the site map on sheet SW-2. Discuss how the wash water will be managed on site. 20. Please revise the legend on sheet SW-1 to reflect the necessary information on sheet SW-2. Currently there are some symbols on the legend that are not being used on sheet SW-2, revise to condense the legend. 21. It is important that every recommended practice is appropriate for this project. On sheet SW-1 there is large amount of unnecessary information on dust control. Is this information necessary? Typically dust control is achieved by the use of a water truck, alternative methods can also be used (i.e. chemical stabilization). The purpose of a site map, is to be used out in the field for the contractor. It is pertinent that the site map is an easy to read document that is applicable to the construction site. Please revise and condense the BMP, "Dust Control." 22. Approximately 1400 cubic yards of dirt is going to be removed from the construction site (cut = 3600, fill = 1200). The potential of tracking onto Williams Circle is high. Removal of sediments on Williams Circle was addressed in the narrative but not on the site map. It is important for the site map to be consistent with the narrative. Revise as necessary. 23. Revise general note number 4 on the site map to reflect the same information listed in the narrative, section 7.1.2. The information in the narrative and the site map must be consistent. 24. Refer to Part IV .H. for the requirements for site inspections, with particular attention to number 5, Compliance Evalution Report. The information in the narrative/site map regarding site inspections needs to depict the requirements of Part IV.H. |
