SUMMARY: Engineering Division has reviewed the Grading plans received on 21 May 2003. Approval is not recommended at this time. Please address the following comments:

GRADING PLAN COMMENTS:

1. Provide a general paving, grading and drainage note specifying conformance to the 2000 International Building Code (IBC) Chapter 36 (Excavation and Grading), for this project.
2. Depict and label grading limits on sheet 2;
3. Provide construction details and cross-sections specifying widths, sideslopes, and top and bottom elevations at a minimum, for the Retention/Detention basins, fully dimensioned and labeled.
4. Specify all riprap dimensioning, thickness (t), average diameter (D50) - specify if to be placed on filter fabric.
5. Provide inlet and outlet weir cross-sections and/or details, fully dimensioned and labeled, and provide a tie-in detail for the west basin outlet weir. The inlet elevation of the east basin appears higher than adjacent gutter elevations depicted. Please revise as necessary.
6. Provide a wall opening note or detail for the east basin inlet location.
7. Please address the apparent relocation of the south perimeter fencing and screen wall - approval from the Landscape Section reviewer will be required for such, if these locations are proposed to be modified from the approved Development and Landscape Plans.
8. Depict roof drainage direction(s) with discharge locations noted. Please include reference to splash pads or other energy dissipating type items at downspout locations. Sidewalk scuppers are required at any location where roof or other site drainage may be concentrated.
9. The drainage report does not discuss the proposed swale along the north perimeter of the lot, and it is not clear where this drainage is being directed, or whether this swale may be designated as water harvesting area. Please clarify proposed drainage in this area, and include a minimum 2' setback dimensioned from the north property line in the detail provided, and all other property lines, as applicable. Refer to the 2000 IBC, Chapter 36, Section 14.2 for minimum setback requirements.
10. Percolation test results in the engineering geotechnical report do not clearly demonstrate sufficient retention basin disposal rates. Recent policy directive allows for the approval of bleed-off's at retention basin bottoms, in instances where infiltration may be better achieved in sandy bottom washes, and direct discharge may be accomplished. In no instances will a bleed-off be allowed where the discharge rate exceeds 1 cubic feet per second (cfs).
11. A floodplain use permit is required for this development. Submit a completed floodplain use permit application and a $50.00 application fee with the resubmittal. If a revised drainage report is included for review and approval, an additional $150.00 review fee will be required in accordance with Tucson Code, Section 26-11.2 i.

Please address all of the above comments. Resubmittal shall include a revised Paving, Grading, and Drainage Plan.

06/06/2003 DOUG WILLIAMS NPDES REVIEW Denied 1. Specify the type of operator role each of the listed parties fills. (Part IV.C.1 and Definitions Page 31).
2. If a low flow pipe/basin bleed off is used, provide inlet protection.
3. If concrete trucks are not allowed to wash out or discharge on site, specify how the operators will ensure that these activities will not cause pollutants to be discharged elsewhere. Consider using a designated washout or equivalent control measure.
4. Describe the permanent stabilization practices that will be used in the retention basins, in landscaped areas and in the drainage channel. (Part IV.D.4.a)
