The Stormwater Pollution Prevention Plan does not meet the requirements of the AzPDES Construction General Permit. The following items must be addressed:
1. Provide identification of all operators and the areas over which each has control (Part IV.C.1) Where an operator is unknown (such as a yet to be determined general contractor) leave space for the identity to be supplied later.
2. Include a copy of the AzPDES permit and the NOI on forms provided by ADEQ. (Part IV.F) Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson.
3. Provide a description of project and it’s intended use (Part IV.C.2.a) Specify that the project will be a residential subdivision.
4. In the description of the intended sequence of soil disturbing activities include details of “BMP-41” that is specified. (Part IV.C.2.b)
5. Provide existing data on soils and quality of site discharges (Part IV.C.2.d)
6. Revise the general location map to show and identify receiving waters within 1 mile (Part IV.C.2.e)
7. Identify the name of nearest receiving waters and the areal extent and description of any wetlands that will be disturbed or receive discharges from disturbed areas of the project. (Part IV.C.4) The discharges from this site appear to be conveyed through a storm sewer to an unnamed tributary of Cemetery Wash.
8. List sources of nonstormwater discharges including water from dust control, vehicle washing, and concrete washout. (Part IV.D.7) Describe BMPs for nonstorm discharges (Part IV.D.7) Provide details of any specified BMPs.
Describe the spill prevention and control plan (Part IV.D.8.c)
9. Describe vehicle and equipment maintenance controls (Part IV.c.5)
10. For control measures, identify the implementation sequence and the operator responsible, (Part IV.D.1) and why BMPs were selected. (Part IV.D.2.b)
11. Describe good housekeeping practices to prevent litter, construction debris, and construction chemicals from leaving the site (Part IV.D.3)
12. Describe interim, temporary and permanent stabilization practices, including an implementation schedule. (Part IV.D.4.a)
13. Provide for the creation and maintenace of the following records of stabilization which must be maintained:
Dates when major grading activities occur. (Part IV.D.4.c.i)
Dates when construction temporarily or permanently ceases on a portion of the site. (Part IV.D.4.c.ii)
Dates when stabilization measures are initiated and completed. (Part IV.D.4.c.iii)
14. Specify the inspection schedule either: once per week, OR once per 14 days and within 24 hours of a 0.5” rainfall. (Part IV.H.1)
Inspection can be reduced to monthly if, site has been temporarily stabilized, OR Construction is in an arid area, AND construction is occurring during the seasonal arid period. Monthly schedule must also include pre and post storm inspections. (Part IV.H.2)
During Inspection:
1. Verify SWPPP measures are implemented and effective.
2. Note any BMP deficiencies and include corrective action schedule
3. Note any maintenance needs or modifications
4. Certify that facility is in compliance with the SWPPP.
15. Under “Timing of Controls” revise item number one to indicate “Stabilized construction entrance”. Revise item number three to indicate that the temporary stabilization will be completed by day 14. Revise item number 5 to describe how permanent stabilization will be achieved. (Part IV.D.4.a)
16. Clearly distinguish between stabilization practices, sediment control practices and other controls. Provide timelines for installation of stabilization practices, such as the application of ABC to areas to be paved. (Part IV.D.4.a)
17. Describe BMPs to minimize the generation of dust. (Part IV.D.8.b)
