Resubmittal Required: Site Plan, Drainage Report GRADING PLAN 1. Finished floor elevations of structures must be a minimum of one foot above the 100-yr. water surface elevation of any adjacent detention/retention basin. The finished floor elevation of the new building is not 1 foot above the maximum WSEL of the basin (based on the weir invert elevation). Show the correct 100-yr. basin ponding limits and 100-yr. peak WSEL on the plan. (See Drainage Report Comment Number 1 below). Stormwater Detention/Retention Manual, SDRM, 3.5.1.10 2. The Grading Plan must match the Site Plan. The Site Plan is currently in the review process. Any changes made to the Site Plan must be reflected on the Grading Plan. DRAINAGE REPORT 1. The Report states that the top elevation of the basin is 2395.2. The scupper (outlet weir) invert elevation is 2395.2. The basin will overflow its banks as the weir WSEL rises. This is not an acceptable drainage solution. Size the scupper and correct the elevations such that the drainage is controlled completely through the outlet structure. Correctly determine the maximum WSEL and ponding limits. Determine the correct minimum FFE of the building. Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 2.3.1.6.A.e 2. Page A-7 (worksheet 4" pipe) is incorrect. The correct slope for the worksheet is .007 ft/ft. The worksheet provided incorrectly used a slope of .7 ft/ft. This resulted in an artificially high flow rate. Correct the worksheet and resize the drainage structure as necessary. SMDDFM, 2.3.1.5.C 3. Page A-8 (worksheet north side valley gutter) indicates a flow depth of .4283 ft. with a top width of 6.47 ft. Section A Sheet C6 of the Site Plan shows this drainage structure to have a maximum depth of .2 ft. and a maximum top width of 4 ft. Section A also shows the gutter side slope as 10:1 (.1 ft/ft). The worksheet shows the side slope as .133. Correct the worksheet. Correctly size this drainage structure. SMDDFM, 2.3.1.5.C 4. Page A-9 (worksheet east side valley gutter) indicates a flow depth of .3384 ft. with a top width of 5.1191 ft. Section B Sheet C6 of the Site Plan shows this drainage structure to have a maximum depth of .2 ft. and a maximum top width of 4 ft. Section B also shows the gutter side slope as 10:1 (.1 ft/ft). The worksheet shows the side slope as .133. Correct the worksheet. Correctly size this drainage structure. SMDDFM, 2.3.1.5.C 5. Scupper capacity Page A-10 is incorrect. At a flow depth (and headwater depth) of .37 ft. (worksheet flow depth) the maximum flow rate is .95 cfs (as determined using FlowMaster). The worksheet shows 5.1 cfs. Correct the worksheet. Absolute elevations should be used on the worksheets. With a weir invert elevation of 2395.2 the WSEL for the 10-yr event would be 2395.2 plus .37 or 2395.57. This would be the 10-yr peak WSEL and would overflow the banks of the basin. However, because the worksheet is incorrect the scupper is undersized and the maximum WSEL is much higher than that indicated. Also, the scupper must be sized for the 100-yr. event. The basin must not be allowed to overflow its banks up to the peak 100-yr. event. Correctly size the scupper. Correctly determine the peak 100-yr. WSEL and ponding limits. SMDDFM, 2.3.1.5.C 6. Pages A-11 and A-12 (scupper worksheets) are incorrect. The maximum flow rate for a Type 2 scupper is approximately 1 cfs per foot of width.
