USEPA has recently commented to us that SWPPPs should be written for the specific project and that they should not be generic and broad. Revise the plan to address the specific conditions that will be found at this project site. Further, the Stormwater Pollution Prevention Plan does not meet the requirements of the AzPDES Construction General Permit (CGP). The following items must be addressed:

Clarify that Bencor, LLC will be the "operator with operational control over construction plans and specifications" as well as the "operator with control over day-to-day activities" or show who will fulfill each of these roles. (Part IV.B.1 and 2)

Provide a general location map showing receiving waters within one mile.

Provide the Notice of Intent on the form provided by ADEQ. Each operator must submit a signed NOI to ADEQ and to the city.

In the narrative identify the name of the nearest receiving water that may receive discharges from this project. (Part IV.C.4)

Describe the controls for handling concrete, paint, stucco and drywall washout. (Part IV.D.7)

Describe the good housekeeping practices that will prevent litter and construction debris from leaving the site. (Part IV.D.3) This can be met by providing dumpsters and routine inspections or some equivalent method.

Show drainage patterns and discharge locations on the plan sheet. (Part IV.C.3.a and g)

In table one include the phone number for the Tucson Police Department.

Page 5 includes a definition of final stabilization. Show where in Appendix B this can be found. Final stabilization must meet the specifications of the approved landscape plan.

Revise the list of recommended practices on pages 3 and 4 to include only the items that are applicable to this project. Recommend specific actions to be taken to achieve each item. Show the location of any recommended controls on the plan sheet. Controls clearly described in other sections of the SWPPP do not need to be repeated in this section.

Show post construction stormwater management controls identified on page 9 on the plan sheet.

Provide three copies of the revised SWPPP with the resubmittal of the grading plan.
