Reviewer: Loren Makus USEPA has recently commented to us that SWPPPs should be written for the specific project and that they should not be generic and broad. Revise the plan to address the specific conditions that will be found at this project site. Further, the Stormwater Pollution Prevention Plan does not meet the requirements of the AzPDES Construction General Permit (CGP). The following items must be addressed: Include a copy of the AzPDES permit. (Part IV.F) Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson. Provide identification of all operators and the areas over which each has control (Part IV.C.1) Where an operator is unknown (such as a yet to be determined general contractor) leave space for the identity to be supplied later. The project contractor is listed as unknown but the contractor's certification is signed. Explain. Provide a description of project and its intended use once construction is complete (Part IV.C.2.a) Indicate the total area of site and estimate of total area expected to be disturbed. (Part IV.C.2.c) Revise the general location map to show receiving waters within 1 mile including unnamed ephemeral streams. (Part IV.C.2.e) Describe construction and waste materials expected to be stored on-site with updates as appropriate. Include descriptions of controls to reduce pollutants from these materials. (Part IV.D.8.c) Describe practices that constitute "good housekeeping and proper storage and control of material." Show the total area of the project on the site map. Including areas that will not be disturbed. (Part IV.C.3) Identify on the site map areas of soil disturbance. Identify on the map areas not to be disturbed (Part IV.C.3.b) Show the location of the washout area on the site map. (Part IV.D.7) Show extent of stabilized construction entrance on site map and provide detail. For control measures, identify the implementation sequence and the operator responsible, (Part IV.D.1) and why BMPs were selected. (Part IV.D.2.b) Provide a schedule of implementation for all controls in relation to major soil disturbing activities. The schedule must also indicate when structural controls are to be removed. For example the SWPPP states that the stabilized construction entrance will be removed upon stabilization of the site. Revise the removal scheduling description or explain how it will be maintained through the paving process. Explain the timing for installation of the ABC as an interim stabilization measure. Describe BMPs to minimize the generation of dust. (Part IV.D.8.b) Revise the maintenance inspection schedule for the stabilized construction entrance to match the inspection schedule for all of the other BMPs. Describe the practice and schedule to routinely remove offsite accumulation of sediment. (Part IV.D.2.c) Describe how the operator will maintain records of the dates when major grading activities occurred. (Part IV.D.4.c.i) Include recordkeeping forms. Describe how the operator will maintain records of when construction activities cease (temporarily or permanently) (Part IV.D.4.c.ii) Include recordkeeping forms. Describe how the operator will maintain records of when stabilization is initiated and completed and any reason for delays. (Part IV.D.4.c.iii) Include recordkeeping forms. Clearly describe the spill prevention and cleanup plan or the contractor’s accident prevention program and safety program will be included with the SWPPP and accepted by the reviewer or environmental inspector before any work begins at the project location. Describe temporary stabilization practices for inactive areas of the site and provide an implementation schedule. Clearly distinguish between stabilization practices (erosion control), structural practices (sediment control) and other controls (spill prevention and solid waste management, for example). Provide three copies of the revised SWPPP with the grading resubmittal. Include a letter explaining revisions. |
