Speedway Blvd. Grading Plan T03BU00328 (Second submittal) T14S, R15E, Section 03 RESUBMITTAL REQUIRED: Drainage Report and Stormwater pollution prevention plan. The Stormwater Pollution Prevention plan and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Grading Plan: All comments have been addressed. The grading plan will be approved when the Drainage report and Stormwater pollution prevention plan are approved. Drainage Report: 1. Maximum disposal times of stormwater runoff are 12 hours per COT Stormwater Detention/Retention Manual 3.5.1.1. Surface/subsurface requirements, percolation tests results are required per S.M.D.D.F.M., chap. XIV. Please include in the next submittal. Stormwater pollution prevention plan: 1. Submit Three Packets, each containing: · Signed copy of Notice of Intent (NOI); (Part III.F) Each operator is responsible for submitting the original of the NOI to ADEQ. · Stormwater Pollution Prevention Plan (SWPPP), including a Narrative and Plan Sheets · Signed project manager/owner certification and contractor's certification (if available) (Part IV.J.1) 2. Provide identification of all operators and the areas over which each has control (Part IV.C.1) Where an operator is unknown (such as a yet to be determined general contractor) leave space for the identity to be supplied later. 3. Provide identification of all operators and the areas over which each has control (Part IV.C.1) Where an operator is unknown (such as a yet to be determined general contractor) leave space for the identity to be supplied later. Modify current list. 4. Include a copy of the AzPDES permit and the NOI on forms provided by ADEQ. (Part IV.F) Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson. 5. Describe construction and waste materials expected to be stored on-site with updates as appropriate. Include descriptions of controls to reduce pollutants from these materials. (Part IV.D.8.c) With space for updates. 6. Describe vehicle and equipment maintenance controls (Part IV.c.5) 7. Add note: If a BMP has been used inappropriately, it must be must replaced or modified within 24 hours. (Part IV.D.2.b) 8. Erosion and sediment controls shall be designed to retain sediment on site. (Part IV.D.2.a)If sediment does leave the site, off-site accumulation of sediment must be routinely removed to ensure no adverse effects on water quality. (Part IV.D.2.c) 9. Describe interim, temporary and permanent stabilization practices, including an implementation schedule. (Part IV.D.4.a) 10. If stabilization includes establishing perennial vegetation, and drought conditions or seasonally arid conditions preclude vegetation establishment, vegetative stabilization must be initiated as soon as practicable. (Part IV.D.4.b.iii) 11. Please list the following records of stabilization that will be maintained: Dates when major grading activities occur. (Part IV.D.4.c.i) Dates when construction temporarily or permanently ceases on a portion of the site. (Part IV.D.4.c.ii) Dates when stabilization measures are initiated and completed. (Part IV.D.4.c.iii) 12. Add note: Remove sediment from sediment controls when design capacity has been reduced by 50%.(Part IV.E.3). 13. Silt fences, vegetative buffer strips, or other sediment controls are required for all down slope boundaries (and for side slope boundaries as appropriate). (Part IV.D.5.a). It appears that slopes on the west portion of the project have not been accounted for. 14. Locations where stabilization practices are planned (basin area), (Part IV.C.3.d) 15. Locations and registrations numbers of on-site drywells, (Part IV.C.3.h). If not yet available, provide a space to fill in later. 16. (Part VI.L.5.a) 17. Add inspection requirement note to plans: Inspection can be reduced to monthly if, site has been temporarily stabilized, OR Construction is in an arid area, AND construction is occurring during the seasonal arid period. Monthly schedule must also include pre and post storm inspections. (Part IV.H.2) During Inspection: 1. Verify SWPPP measures are implemented and effective. 2. Note any BMP deficiencies and include corrective action schedule 3. Note any maintenance needs or modifications 4. Certify that facility is in compliance with the SWPPP.
