Approval of the Stormwater Pollution Prevention Plan is not recommended at this time. The following comments are offered: STORMWATER POLLUTION PREVENTION PLAN (SWPPP) COMMENTS: The Stormwater Pollution Prevention Plan (SWPPP) does not appear to meet the minimum requirements of the AZPDES Construction General Permit. Revise the SWPPP in accordance with the following comments. 1. The Project Description states that houses will be built separately and home construction will not be covered by this SWPPP. If this is the case, then construction of each house will require coverage with a separate SWPPP and NOI; 2. Revise the sequence of events to include the importation of fill and to indicate that temporary measures will be maintained until the whole site is stabilized in accordance with the CGP; 3. Provide existing data on soils and quality of site discharges (Part IV.C.2.d); 4. Provide a general location map showing and identifying receiving waters within 1 mile (Part IV.C.2.e); 5. Include a copy of the AZPDES permit (Part IV.F). Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson; 6. Identify the name of the nearest receiving waters and the a real extent and description of any wetlands that will be disturbed or receive discharges from disturbed areas of the project (Part IV.C.4); 7. Provide form for maintaining updates of construction and waste materials stored on-site (Part IV.D.8.c); 8. List sources of non-stormwater discharges including water from dust control, vehicle washing, and concrete washout (Part IV.D.7); 9. Describe BMPs for each major activity in the project description, for on and off-site construction, waste and material storage areas or support activities. Provide details for each structural control (i.e. silt fence, stabilized construction entrance, sediment trap, diversion dike, protected storage area, washout area) that is specified (Part IV.d.1); 10. Describe BMPs for non-storm discharges (Part IV.D.7); 11. Describe vehicle and equipment maintenance controls (Part IV.c.5); 12. For control measures, identify the implementation sequence for each described measure (Part IV.D.2.b); 13. Specify that erosion and sediment controls shall be designed to retain sediment on site (Part IV.D.2.a). If sediment does leave the site, off-site accumulation of sediment must be routinely removed to ensure no adverse effects on water quality (Part IV.D.2.c); 14. Describe how stabilization measures must be implemented within 14 days, in areas where construction has temporarily or permanently ceased (Part IV.D.4.b); 15. Show how the following records of stabilization are to be maintained (provide form): a. Dates when major grading activities occur (Part IV.D.4.c.i); b. Dates when construction temporarily or permanently ceases on a portion of the site (Part IV.D.4.c.ii); c. Dates when stabilization measures are initiated and completed (Part IV.D.4.c.iii); 16. Revise the site map to show locations where stabilization practices are planned. Describe temporary, interim and permanent stabilization practices that will be used for areas that are not to be paved (Part IV.C.3.d and Part IV.D.4.a); 17. Revise the site map to show areas where vegetation will be used for stabilization and where the diversion dike will be placed as described in the maintenance procedures. Provide a detail for the diversion dike; 18. Describe BMPs to minimize the generation of dust (Part IV.D.8.b); 19.
