The parcel appears to be undevelopable as depicted on the most-recent layout. This has been noted in review comments (D00-0040) as far back as November 2001. The applicant was informed, at that time, to begin the floodplain permitting process. The Transportation Department was the lead agency for flood- plain permitting at that time. No evidence has been submitted for the reviews of D00-0040, S01-049, or T02OT00817 which demonstrates the developability of this parcel as shown on the site layouts submitted with each. Based upon my review of the materials presented to this date, I do not believe the parcel can be developed in the manner shown on the accompanying plans for any of the above submittals. There may be minor floodplain and drainage issues not associated with the overall developability of this parcel which have not been addressed at this time.
