04/15/2002 | DAVID RIVERA | ZONING | REVIEW | Denied | TO: GLHN 2939 E. Broadway Blvd. Tucson, AZ 85716 (520) 881-4546 FROM: David Rivera Senior Planner FOR: Patricia Gehlen Principal Planner PROJECT: T01OT00217 1100 S. Alvernon Way Civic Use/ Protective Service Site Plan Review (2nd review) TRANSMITTAL: April 15, 2002 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Waiver request acknowledged. (Portion of Previous Comment: The minimum width of a two way PAAL is 24 feet. The width of the shared access PAAL and the point of entry from the 22nd Street curb must be 24 feet wide.) Waiver request acknowledged. (Previous Comment: Per the LUC section 3.3.7.3 surfacing requirements, the proposed permeable gravel surface is not a permitted method or material for parking lots. The proposed surfacing method/material must meet the requirements as indicated in the L.U.C. section 3.3.7.3 or a Board of Adjustment variance would be required.) DS 2-02.2.1.A.11 LUC sect. 3.3.7.3 2. Waiver request acknowledged. (Previous Comment: Per D.S. 2-08.4.1.A, at least one sidewalk must be provided to a project from each street on which the project has frontage. A sidewalk or pedestrian access has been provided from 22nd Street. It is not clear if the footpath along the north side of the project is to be utilized or serve as the required sidewalk from Alvernon Way. If the foot path is to serve as the required sidewalk from Alvernon Way, the portion of the sidewalk leading from the Alvernon right-of-way to the project must be constructed of concrete or any surface equivalent in smoothness, hardness and durability. The sidewalk must be handicapped accessible and connect to the on site continuous pedestrian circulation path.) DS 2-02.2.1.A.12 DS 2-08.3.1 DS 2-08.4.1.A DS 2-08.5.1.C 3. Although actual placement of landscaping and freestanding lighting may vary as construction dictates, please ensure that the lighting and landscape plan sheets are reviewed for possible conflicts. Also per the lighting detail plan sheets it appears that some of the freestanding lighting will be placed within the Alvernon right-of-way area. Refer to the Transportation Engineering and Traffic Divisions for requirements for freestanding lighting in the right-of-way. DS 2-02.2.1.A.25 4. Per conversation with Ray Brown at both of the meetings, which included Ray Brown, Paul Machado and myself, Ray acknowledged that a portion of the PAAL, which serves the parking area at the southeast corner of the site, was within the right-of-way. Ray indicated that a waiver would be requested to allow the PAAL as shown on the site plan to remain. Waiver request acknowledged. 5. Previous Comment: Please, add the subject to LUC sections "3.5.3.2 and 3.5.13.6" to general note 3. DS 2-02.2.1.A.31 6. Acknowledged that information to be listed as when approved.
