Escalante Road Change of use Site Plan Review (1st review) TRANSMITTAL: March 27, 2003 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed as a change of use. Full code compliance is required. Please clarify if the proposed use is for Animal Production (Development designator "5") or commercial stables (Development designator "2"). There are different restrictions for these uses per LUC 2.2.4.2.B.1 and .B.1.a. Commercial stables in the SR zone require a 10 acre site area, see comment 4 below. DS 2-02 2. This site is subject to Sec. 2.8.1 Hillside Development Zone (HDZ), and Sec. 2.8.6 Environmental Resource Zone (ERZ). However, the regulations of ERZ do not apply as long as there is no encroachment into the 100 year floodplain. If and when encroachment is proposed, refer to DS 2-13 and LUC 2.8.6 for ERZ submittal requirements. The HDZ Dedicated Natural Area must be delineated in a surveyable manner on the drawing. Please provide a copy of the recorded covenant running with the land, which provides protection for the natural area. Add recordation information (docket and page reference numbers) for the dedicated natural area covenant. LUC 2.8.1 LUC 2.8.6 LUC 2.8.6.3.D DS 2-13 LUC 2.8.1.7.B & .D 3. The site is subject to an annexation restriction, which states that no guest ranches or golf courses are permitted per C15-92-03, zoning ordinance #8033. Please add a note stating this annexation case number and detailing this restriction. DS 3-05.2.3.C 4. Add the development designator to the project data notes. The development designator for the animal production use in the SR zone is "5". The development designator for commercial stables is "2". Also add a note detailing the restrictions which the proposed use is subject to: The animal production use in the SR zone is subject to LUC 3.5.2.1.A.1, .B.2 and .C.1. A commercial stable use is subject to 3.5.2.1.A.2 and .B.2. Please clarify per comment #1. If this is a commercial stable use, the minimum site area required is 10 acres, a requirement which this site does not meet. DS 2-02.2.1.A.31 LUC 2.2.4.2.B.1 5. Provide a loading zone calculation which states that no loading zones are required or provided. DS 2-02.2.1.A.14 LUC 3.4.5 6. Please revise the plan to show a sidewalk connection to Escalante Road. If no pedestrian circulation is proposed a DSMR application must be submitted and approved. Place the DSMR case number, date of approval, what was approved and conditions of approval on the plan. Or, if a Board of Adjustment Variance is sought for paving requirement (see comment 7 above), the pedestrian circulation requirement may be addressed as part of the variance application.
