All of the previous (26 June 2003) comments do not appear to have been addressed on the site plan. Please provide a response letter with a resubmittal addressing all of the comments listed below. Approval of the Site Plan is not recommended at this time. The following comments are offered: SITE PLAN COMMENTS: a) Depict and label 25'curb return radii at the Irvington Road ingress/egress locations, and either 18' curb return radii, or a driveway apron (PC/COT Standard Detail 206) at the Liberty Ave. location, in accordance with DS 3-01.0, figure 6; b) Omit the "remove curbing" note near the northeast corner of the proposed basin, or provide a callout arrow if its use is intended; c) Provide estimated cut and fill quantities (DS 2-02.2.1.17); d) Depict and label bollards to protect the rear and side dumpster walls and provide a note for the refuse provision to be constructed in accordance with City of Tucson Development Standard 6-01.0, on the plan. Provide a callout note for the container detail on sheet A 0.2, and ensure the above (previous) comment is adequately addressed. The plan or detail must also identify a minimum of a 5" thick concrete base; e) Provide a note stating (a) that the owner or owners shall be solely responsible for the operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona registered Professional Civil Engineer prepare a certified inspection report for the drainage and retention/detention facilities at least once a year, and that these report will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that maintenance activities are being performed adequately; and (d) that the owner(s) agree to reimburse the City for any and all costs associated with maintaining said facilities, should the City find the owner(s) deficient in their obligation to adequately operate and maintain their facilities (SMDDFM, sec. 14.3.3); GRADING PLAN COMMENTS: It is mandatory that a grading permit application be submitted with the revised grading and stormwater plans. Please provide three (3) sets of Grading/Paving/Drainage and Stormwater Pollution Prevention Plans with a grading permit application. For excavation and grading permit requirements, go to www.ci.tucson.az.us/dsd and click on "Codes and Ordinances", then "Building Codes", then "local amendments". Please address the following comments prior to resubmittal: a) Provide a detail, fully labeled and dimensioned with opening height noted, for the scuppers in the Liberty Avenue right of way; b) Provide a maintenance access ramp for the basin, in accordance with section 14.3.4 of the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (SMDDFM), Section 14.3 (DS 10-02.0); c) The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AZPDES Construction General Permit (CGP). Please see the enclosure and refer to the Arizona Department of Environmental Quality (ADEQ) web site at: www.adeq.state.az.us/environ/water/permits/stormwater.html for further information. Go to "construction activities" and scroll to "AZPDES construction SWPPP checklist" to view a checklist of the major items required for plan submittal and approval. CODE SECTION/ DEVELOPMENT STANDARD 1. A response letter to the Zoning Review comments dated July 7, 2003 was not found in the resubmittal package provided. Please submit a response letter to the following comments with your next site plan submittal. In addition, it does not appear that all previous comments have been addressed and therefore have been included in this letter. D.S. 2-02.2.1.A.7 2. a) Label and dimension the building setback from the back of future curb along Irvington Road. b) Remove the note "20'-0 Y.S.B." located north of the building, as it is not required. 3. a) Per 2000 IBC Table 1106.1, two (2) handicap parking spaces must be provided based on the total number of vehicle parking spaces to be provided (28). One (1) of the two (2) required handicap parking spaces must be van accessible. A van accessible parking space requires an eight (8) foot wide access aisle. b) Per ICC/ANSI A117.1-1998 Section 503.3, One (1) handicap passenger drop-off parking space and access aisle is required. Label and dimension the required handicap passenger drop off space and access aisle and provide a fully dimensioned detail. c) Provide disabled pedestrian access paths to the building from both right-of-ways and disabled access aisle. Indicate the slope of the disabled parking space ramp and direction of slope. Maximum slope allowed is 1:12 with a maximum rise of six (6) inches per ICC/ANS I 117.1 Section 405.2. d) Over 140 students (142 proposed) will require an eighth (8) passenger drop space. You may not round down to the lower number. Provide the eight (8th) drop off space or reduce the number of students to 140. e) Wheel stop curbing is required for all vehicle parking spaces provided along the east side of the building to prevent vehicle from damaging the adjacent building, wall, or other type of structure. Per D.S. 3-05.2.3.C.2, wheel stops are to be located two and one-half (2 ½) feet from the front of the parking space. f) Loading truck may not maneuver over the handicap access aisle. D.S. 2-02.2.1.A.8/ L.U.C. 3.3.4 4. a) The number of bicycle parking spaces required is based on the total number of students and employees divided by 10. Revise the bicycle parking calculation to be based on the total number of students and employees. b) Note the class type provided under the bicycle parking calculation. All Class II bicycle parking spaces are required. In addition, the note indication the location of the bicycle parking spaces should also include the number provided. c) Provide a plan view of the bicycle parking detail. The detail should be fully dimensioned and include the required five (5) wide access aisle either in front or rear of the facility as required in D.S. 2-09.6.2. D.S. 2-02.2.1.A.9/ L.U.C. 3.3.4/ D.S. 2-09 5. a) Dimension the PAAL width between the parking spaces located at the northeast corner of the site. b) Dimension the PAAL width east of the building. Dimensions noted as 27.5' and 18' feet are not required. D.S. 2-02.2.1.A.11 6. a) Add the number of loading space/s provided to the loading space calculation. b) Label and dimension the loading zone. D.S. 2-02.2.1.A.14/ D.S. 2-02.2.2.A.5 7. Label and dimension the existing and future right-of-way and curb locations for Irvington Road and Liberty Avenue. D.S. 2-02.2.1.A.19/ D.S. 2-02.2.1.A.21 8. Provide a fully dimensioned detail for the proposed "Do not enter" sign. If the sign is above 30 inches in height, it may not be located within a sight visibility triangle.
