SUMMARY: Engineering Section has reviewed the revised drainage report and site plan received on 11 June 2003. Approval of the Site Plan is not recommended at this time. The Grading/Paving/Drainage Plan comments are preliminary in nature. Further grading comments may be forthcoming upon submittal of a grading permit application. The following comments are offered:

DRAINAGE REPORT:
a) Revise the basin bottom width dimensioned (pages 7 and 9 of the report and on all subsequent exhibits and sheets), to reflect the proposed 4:1 sideslopes with a 1.5' deep basin;
b) Address at a minimum, 10-year storm flow conveyance under the sidewalk near the southwest corner of the building, for drainage via the swale from the eastern portion of the site. Please ensure the scupper with dimensions is depicted on the Site and Grading plan, fully labeled (DS 2-08.5.1 E).

SITE PLAN COMMENTS:

a) The maneuverability (back-up) area for the loading and solid waste vehicles appears to be shorter than what is necessary to maintain a minimum 3' horizontal clearance from the east curb return, when exiting the site - refer to Development Standard (DS) 6-01.0, figure 1 (Turning Radii - minimum 3' clearance dimensioning);
b) Depict and label 25'curb return radii at the Irvington Road ingress/egress locations, and either 18' curb return radii, or a driveway apron (PC/COT Standard Detail 206) at the Liberty Ave. location, in accordance with DS 3-01.0, figure 6;
c) Vertical curbing is required in the turnaround area, in accordance with DS 6-01.0, Figure 1 (Turnarounds);
d) Depict and clearly label the retention/detention basin 100-year floodplain limits with water surface elevation indicated, on the site plan. Please omit the note provided for 100-year flow in the Irvington Road right of way; (DS 2-02.2.1.15);
e) Omit the "remove curbing" note near the northeast corner of the proposed basin, or provide a callout arrow if its use is intended;
f) Provide estimated cut and fill quantities (DS 2-02.2.1.17);
g) Depict and label bollards to protect the rear dumpster wall at a minimum, and provide a note for the refuse provision to be constructed in accordance with City of Tucson Development Standard 6-01.0, on the plan;
h) Depict and label 25' radii on Irvington Road (arterial), and 18' radii, minimum on Liberty Avenue (local street) curb returns (DS 3-01.0 - Figure 6);


GRADING PLAN COMMENTS:
It is mandatory that a grading permit application be submitted with the revised grading and stormwater plans. Please provide three (3) sets of Grading/Paving/Drainage and Stormwater Pollution Prevention Plans with a grading permit application. For excavation and grading permit requirements, go to www.ci.tucson.az.us/dsd and click on "Codes and Ordinances", then "Building Codes", then "local amendments". Please address the following comments prior to resubmittal:
a) Depict the limits of grading on sheets C-2 and C-4;
b) Provide typical cross sections for the detention/retention basins;
c) Provide a detail reference for the callout arrow on Sheet C-1 for the basin outlet weir;
d) Provide the 2-year weir invert elevation, and the riprap pad elevation (or match existing?) in the basin weir detail on sheet C-1;
e) Correct the basin bottom width, to reflect and correspond with dimensions discussed in the drainage report, and sideslope/elevation information provided on the plan;
a) Provide a detail, fully labeled and dimensioned with opening height noted, for the scuppers in the Liberty Avenue right of way;
b) Omit or clarify Plan Note D and its callout/location on sheet C-2. There appears to be no intended design for use of a curb opening at this location;
c) The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AZPDES Construction General Permit (CGP). Please see the enclosure and refer to the Arizona Department of Environmental Quality (ADEQ) web site at: www.adeq.state.az.us/environ/water/permits/stormwater.html for further information. Go to "construction activities" and scroll to "AZPDES construction SWPPP checklist" to view a checklist of the major items required for plan submittal and approval.

CODE SECTION/ DEVELOPMENT STANDARD

1. Label and dimension the building setback from the back of future curb along Irvington Road.

2. a) The number of standard and handicap vehicle parking spaces required and the MS&R adjustment calculation may not be verified for compliance until the existing and future right-of-way dimensions are labeled on the plan. If there is no future right-of-way to be taken, the MS&R adjustment may not be used.
b) The parallel handicap parking space must be 23 feet in length, per D.S. 3-05.2.1.B.2 and LUC Table 3.3.7-I.
c) Indicate the slope of the disabled parking space ramp and direction of slope. Maximum slope allowed is 1:12 with a maximum rise of six (6) inches per ICC/ANS I 117.1 Section 405.2.
d) The passenger drop-off parking spaces must be a minimum of eight (8) feet wide and 23 feet in length per D.S. 3-05.2.1.B.2. Fully dimension on plan.

3. a) The number of bicycle parking spaces required is based on the total number of students and employees divided by 10. Revise the bicycle parking calculation to be based on the total number of students and employees.
b) Note the class type provided. All Class II bicycle parking spaces required.
c) On the bicycle parking detail, indicate by note the type of paving to be provided and dimension the length and width of the spaces.

07/17/2003 JOE LINVILLE LANDSCAPE REVIEW Denied 1) The tree planter provided for the parking area does not meet the minimum size requirements of LUC 3.7.2.3.A.1.C.

2) A. Screening is required along the south property line including: a 5' wall between the parking area and the adjacent office zone;
B. a 5' screen along the property line and the adjacent office zoned property(wherever walls are not required); and
C. a 6' high wall to screen the loading and refuse storage areas.
Revise the site/grading and landscape plans to indicate walls and other screens where required. LUC Table 3.7.2-I

3) The loading area must be screened from Irvington Road with a six-foot high wall, unless located in excess of 100 feet from the property line. LUC Table 3.7.2-I

4) The zoning designations shown on the plans are innaccurate. Revise all as necessary to indicate O-3 for the parcel immediately south of the site.

5) Along the southern property boundary LUC 3.7.2.4.B.3 applies. Revise the plans to provide at least the minimum number of trees to meet the interior landscape border requirements.
