Please address the following review comments prior to the next submittal. Site Plan: 1. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6. 2. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. 3. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. 4. Please provide drainage patterns and finished grades per D.S. 2-02.2.1.16. 5. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. 6. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. 7. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 8. A private improvement agreement may be necessary for any work performed within the Right-of-way. Contact Department of transportation at (520) 791-4249 for permit information. 9. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable. 10. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed will suffice. 11. List the consulting engineer and the owner/developer on the plans with the pertinent information. 12. Add note: "Depress all landscaped areas 6" maximum for water harvesting". 13. Security barriers are required if ponding depth exceeds 2 feet, if slopes are greater than 4:1 and/or if pedestrian access is adjacent to a basin. 2' minimum setbacks from top and toe of cut or fill slopes are also needed. Broadway Boulevard Eastpointe High School - Charter School Site Plan Review - < 50% area expansion Full Code Compliance Review TRANSMITTAL: December 10, 2002 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project has been reviewed for full code compliance with regards to vehicle/ bicycle parking, building setbacks, loading zones, landscaping, drop off zones, lot coverage etc. 2. Based on the legal description as noted on sheet one, this site will consist of three parcels. If this is the case a lot combo and lot combo covenant will be required prior to approval of the site plan. (For clarification please indicate on the response comments if all three lots will be included in the new lot combo.) DS 2-02.2.1.A.2 3. The lot dimensions and bearings will have to be revised based on the new legal description that reflects the lot combo. DS 2-02.2.1.A.5 4. Although the Broadway Boulevard right-of-way width is greater than required by the MS&R plan and the building setback is far greater than is required, for reference please add the building setback dimension from the existing property line. DS 2-02.2.1.A.7 5. Dimension the existing vehicle parking spaces, dimension one of the existing spaces and label as typical, or add a detail drawing that demonstrates that the existing parking spaces meet the minimum width and length. For every eight or fraction of eight accessible parking spaces one space must be van accessible. Please label the van accessible parking space and dimension the access aisle between the two accessible spaces. Show the required ADA "only" parking signs and label. DS 2-02.2.1.A.8 6. Provide on the plan a fully dimensioned detail drawing for each of the bicycle parking areas to ensure that the minimum bicycle parking space dimensions have been provided in compliance with DS 2-09. DS 2-02.2.1.A.9 7. Dimension the PAAL entrance at the southeast corner of the site. The minimum width for a two-way PAAL is 24 feet wide. Also the width of the PAAL between the eight vehicle parking spaces and the sidewalk along the southeast corner of the existing building labeled as building one must also be dimensioned. The minimum width for a two-way PAAL is 24 feet. Further comments may forthcoming on this issue. DS 2-02.2.1.A.11 8. The required continuous pedestrian circulation must be also handicap accessible or a separate accessible path must be provided. Please demonstrate on the plan how handicap accessibility will be provided within the site and from the street sidewalk. The accessible ramps must be shown with the proper 1:12 slopes or separate detail drawings for the ramps must be added to the plan. All required pedestrian sidewalks must be four (4) feet wide except where the sidewalk is adjacent to a PAAL and an enclosed structure the width must be five (5) feet. The sidewalk must also be physically separated from the vehicular use area. Indicate on the plans if the sidewalks along the east and north side of building one (1) are five (5) feet wide and physically separated. Indicate on the site plan if the new sidewalk along the west side of building two (2) is physically separated. DS 2-02.2.1.A.12 9. If applicable indicate the locations of existing or proposed freestanding signs including existing billboards. The location, size, and type must be labeled for each. DS 2-02.2.1.A.13 10. The location of the loading zone must be located away from the drop off zone. The location poses a potential safety issue. Please revise the location of the loading zone. DS 2-02.2.1.A.14 11. If applicable indicate on the plan existing or proposed freestanding lighting layout. DS 2-02.2.1.A.25 12. See landscape reviewer comments regarding landscape borders, screening and NPPO requirements. DS 2-02.2.1.A. 27 13. As mentioned in comment two (2) if this site will be made up of two parcels an assessor's tax code combo and a lot combo covenant will be required. All calculations must be based on the new lot configuration. If the three lots are to be combined the calculations and LUC data for the other use on the site must be added to the plan. DS 2-07.2.0, LUC 3.7.1.2 Provide revised plans which document compliance with all landscape and screening regulations for the entire site. The entire site will also require a landscape inspection prior to issuance of a certificate of occupancy Items of note to consider when preparing the plan: 1.City Engineer approval is required for the proposal to locate a portion of the code required landscaping in the adjacent right of way. 2. The landscape border is required along the entire street frontage, except for approved ingress/egress locations. LUC 3.7.2.4 3. Identify any structures which may be located in required landscape areas. 4. The calculation for parking spaces/canopy trees must be revised to include all parking spaces. 5.
