Please address the following review comments prior to the next submittal. Site Plan: 1. There is no construction allowed in the existing or future right-of-way, i.e. the Ret/Det basin cannot be placed in the R/W. Please revise SP to reflect this criteria. 2. Please label lot dimensions and bearings per D.S. 2-02.2.1.5. 3. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6. 4. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. 5. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. | 12/31/2002 | DAVID RIVERA | ZONING | REVIEW | Denied | FROM: David Rivera Senior Panner FOR: Patricia Gehlen Principal Planner PROJECT: T02CM05501 Administrative Offices 4120 S. 6th Avenue Site Plan Review ( 1st review) TRANSMITTAL: December 30, 2002 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. This Plan was reviewed for full code compliance. The existing use was residential and now is proposed for a commercial Administrative and Professional office use. The proposed use is more intense which requires more parking spaces, and additional requirements such as landscaping, bicycle parking loading zones will also be required. 1. Dimension the length and width of the existing buildings including the proposed addition. DS 2-02.2.1.A.6 2. The building setback dimension from the west roperty line to the west wall of the existing 744 square foot building must be added. Based on the proposed use and the perimeter yard designator "DD" the required building setback when adjacent to R-3 zone must be based on one and one-half the height structure. The elevation drawings indicate that building one (1) is 10'-11" to the top of ridge and building two (2) is 10'-8" to the top of ridge as well. The building setback for building one (1) from the west property line must be 16'-4" and 15'-11" for building two (2). It does not appear that the setbacks will meet current code requirements. Prior to final approval of the site plan by the Zoning Review Section, a lot development option application must be applied for to the DSD Zoning Administration Section through the Zoning Review Section. Frank Podgorski of the DSD Zoning Administration Section will review the application. The existing and future street building setbacks from Sixth Avenue must be indicated on the plan. The existing and future setbacks must be dimensioned based on the greatest of 21 feet or the height of the structure from the back of the existing and future curb locations. Add the required building setback dimensions. DS 2-02.2.1.A.7 LUC section 3.2.3.2.B and 3.2.6.5.B 3. This site must be provided with a total of 17 vehicle-parking spaces. Each space must be a minimum width of 8.5 feet and 18 feet long. This site must also be provided with at least one handicapped vehicle parking space, which must be van accessible. Dimension the van accessible space and access aisle 8' each. Indicate the location of the Reserved Handicapped Parking Sign and label. Although the site has been provided with the correct number of parking spaces the design of the parking lot seems to provide some safety concerns, parking lot design issues that should be addressed. A. The angled (angle must be labeled) parking spaces do not provide for the required 24-foot width for a two-way PAAL driveway entrance and the angle of the parking spaces would tend to force the drivers to back out onto the driveway instead of directly onto the PAAL area. B. Per DS 3-05.2.2.D, a backup spur must be provided at the end of a row of parking if no ingress or egress is provided at that end. This occurs at both ends of the west row of parking spaces. C. The parking lot should be redesigned or provided with the required backup spurs and the angled parking should be designed at a ninety-degree angle to the PAAL area. I have redlined a couple copies of the site plan with other options for the parking lot layout. D. With the existing layout three of the required parking spaces will be lost due to the future right-of-way widening and the location of the required ten (10) wide landscape borders. The site should be designed to meet all the LUC criteria now and for the future or an approved site and landscape plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City. DS 2-02.2.1.A.8 DS 3-05.2.2.D LUC 2.8.3.F 4. Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage. A minimum of two bicycle parking spaces is required for this project both may be class two spaces. The material for the surface of the facility must be labeled. The facility must meet the criteria as indicated in D.S. 2-09. Show, label and dimension the five aisles in front of the facility. See section 2-09 for more information regarding bicycle parking. Please indicate in the parking calculation if both spaces are class two. If one will be class one facility add a detail for the class one space and show on the plan the location of the facility. Dimension as required. DS 2-02.2.1.A.9 5. Both existing and future site triangles must be depicted and labeled on the plan. No structure or object taller than 30 inches including vehicle-parking spaces may be placed within an existing or future sight triangle. DS 2-02.2.1.A.10 6. As indicated in comment three (3) the driveway entrance will be somewhat compromised due to angle parking. Redesign the entrance to avoid a conflict and narrowing of the required 24 feet wide PAAL entrance. DS 2-02.2.1.A.11 7. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. Areas within the development which are not required to be connected to the pedestrian circulation path are those which will be used only for maintenance or for nonpublic truck use, such as truck loading spaces. Within this pedestrian circulation path, an accessible route is also required. The accessible route must connect all areas of the development and the pedestrian circulation path located in any adjacent streets. This accessible route may be identical to the pedestrian circulation path. The areas within the development which must be connected include, but are not limited to, all places of public accommodation, all buildings, all parking spaces designated for use by the physically disabled, all recreation areas, all dumpster areas adjacent to accessible buildings, and all other common use areas. The continuous pedestrian circulation or accessible route has not been demonstrated. The sidewalk has not been connected to the sidewalk in the right-of-way. The minimum width of the onsite pedestrian sidewalk is four feet wide except as indicated in D.S. 3-05.2.2.B and must be physically separated from the vehicular use area. See D.S. 2-08 for more information regarding sidewalk locations and composition. Also see redlines for optional locations of the required continuous pedestrian and accessible circulation and sidewalks. Provide all required accessible ramps and landings for the handicapped and label and dimension as required. The location of the bicycle parking facility may conflict with the sidewalk that must be provided out to the sidewalk within the right-of-way. DS 2-02.2.1.A.12 DS 3-05.2.2.B DS 2-08 8. Indicate on the plan the location of existing or proposed freestanding signs including billboards. The location, size and type of sign must be labeled. DS 2-02.2.1.A.13 9. This project must be provided with one twelve feet by thirty-five feet loading space. The space must be shown, dimensioned and maneuverability demonstrated on the site plan. The loading space may not be located within a PAAL (Parking Area Access Lane). Add a loading space as required. DS 2-02.2.1.A.14 LUC 3.4.5.5 table 5 10. The existing and future right-of-way dimensions must be labeled and depicted. Per the plan the both the existing and future right-of-way dimensions incorrect. I have attached Xerox copies of the recent paving plans that depict the correct right-of-way and curb locations. The copies are attached to the redline copy of the site plan. Sixth Avenue is designated a major street on the Major Streets and Routes Map Plan. Sixth Avenue is undergoing a current major pavement, curb and sidewalk renovation. The full right of way width was not taken at this time but may be widened in the future. The total future right-of-way for Sixth Avenue is projected to be 120 feet with 60-feet half right-of-way. The future face of curb would be located nine (9) feet from the future right-of-way line. Please revise the right-of-way information appropriately, dimension and label as required. DS 2-02.2.1.A.19 11. If applicable all existing or proposed easements must be shown on the plan. The location, purpose, width, and recordation (docket and page reference) information must be labeled. DS 2-02.2.1.A.20 12. If applicable indicate the location and type of freestanding lighting. DS 2-02.2.1.A.25 13. The site plan must be accompanied by a landscape plan with information specified in Development Standard 2-07.0. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. See Landscape Reviewer comments regarding landscape borders, screening and NPPO requirements. DS 2-02.2.1.A.27 14. Under the "Zoning Calculations" text block, add the existing use of the site, i.e. single family residential, multi-family. Add to "Zoning Calculations" text block the number of required and provided loading spaces including the size. DS 2-02.2.1.A.31 DS 2-02.2.2.A.5 15. This site is subject to future right-of-way widening. There is no way of knowing at this time when that will occur. The site should be designed to meet Land Use Code requirements in the present and in the future. This site will obviously lose parking spaces, landscape areas, and building areas when the widening occurs. It may be necessary to redesign the parking lot in order to provide sufficient parking spaces, landscaping, loading zones, pedestrian circulation, and refuse locations etc. In addition it may be necessary to apply to the Board of Adjustments for variances to such items as parking loading zones and landscaping and setbacks. Self-imposed hardships would not be items that would necessarily be approved for variances by the board.
