Resubmittal Required: Site Plan, Grading Plan, Flood Use Permit The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed. 1. A Grading Plan and permit is required. Submit a Grading Permit Application with the next Site Plan submittal. IBC Chapter 36 2. A Flood Use Permit is required. The first submittal of the Flood Use Permit was denied. Resubmit the Flood Use Permit application with the next Site Plan submittal. 3. IBC Chapter 36 Section 13 This criteria applies to all residential developments with lots that are less than 24,000 square feet, that are adjacent to residentially zoned property. Placement of fill in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site (less any intervening non-developable property outside of the site) shall require: 1) Written justification based on engineering/technical reasons. 2) Written permission of the Director of the Development Services Center or his assignee. 3) Notification of the property owners adjacent to the fill site (with copies to the Council Office and the Director of DSC) prior to the approval of a grading plan. Said notification shall include reference to this ordinance, the justification presented as the basis for the excess fill, the approval letter from DSC, and the name, address, and phone number of the owner/developer and the engineer of record. 4) Preparation of a mitigation plan (i.e. additional setbacks, terracing, enhanced buffering/landscaping, etc.) acceptable to a simple majority of the notified property owners. The acceptability of the mitigation plan by the notified property owners must be documented and made a part of the approved grading plan and permit. 4. Show existing topographical contours at intervals not exceeding two feet and/or existing spot elevations as pertinent. Provide existing contours or existing spot elevations at the building location. The elevations at the corners of the building are proposed elevations. In order to determine whether or not the differential grading ordinance applies (see comment 3 above), existing and proposed grades must be shown over the entire property. DS 2-02.2.1.A.23 5. Previous comment number 8 from the first review required that all elevations on the plan be shown at the same vertical datum. The FFE elevation is from the FEMA panel and is at NGVD29. The other elevations on the plan are not specified as to vertical datum. Specify. 5. Zoning information on the original Site Plan, such as setback dimensions, are not shown on the revised Site/Grading Plan. Zoning approval of the revised plan is required. Required Zoning information must be included on the plan. 6. The proposed Grading Plan shows fill across the entire east property line. Stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under existing conditions. Stormwater can not be blocked from entering the property from the east. Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 12.5 7. The toe of a fill slope can not be made nearer to the site boundary line than one half of the height of the slope with a minimum of 2 feet. The proposed plan shows fill up to the property line. This must be 2 feet from the property line. IBC Chapter 36 Section 14.3 8. Show the Grading Limits on the plan. IBC Chapter 36 Section 9.7 9. The plan shows that the grade is flat east of the building. The drainage arrow is to the south. How will the lot drain with a flat grade? Correct the grades. 10. The plan shows drainage flow south of the building crossing the sidewalk. Sidewalks must be flood free for up to the 10-yr. storm event. DS 2-08.4.1.E 11. Drainage flow south of the building appears to run up hill. Correct the grades. 12. Provide sufficient finished grades to confirm the proposed drainage. |
