SUMMARY: Engineering Section has reviewed the Site Plan received on March 31, 2003. Approval of the Site Plan is not recommended at this time. The following comments are offered:

SITE PLAN COMMENTS
a) Depict and label the future Site Visibility Triangles, on the plan (see "bluelines" - sheet 1). The future sight visibility triangles must be depicted based upon future curb location with intersection widening, per the Major Streets and Routes (MS&R) Plan. Development Standard (D.S.) 2-02.2.1.10 and 3-01.5.0;
b) Depict proposed finished grades for the entire site area to be developed (D.S. 2-02.2.16);
c) Depict solid waste vehicular maneuverability and access to and from the refuse container, in accordance with D.S. 2-02.2.1.32, and D.S. 6-01.0, respectively. Include notes for additional enclosure requirements, including 5" thick concrete base and post barricades for rear and side wall protection;
d) Demonstrate water harvesting to the maximum extent reasonably possible. Although flow arrows have been provided, there doesn't appear to be site drainage conveyance to landscape areas, nor adequate parking area drainage conveyance to the north. (Land Use Code, Section 3.7.4).

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The response to this comment did not indicate whether the owner has completed either of the requirements as stated in the previous comment. If both have been completed, provide copies of the approved Pima County Parcel Tax Code combo form and a copy of the Lot Combo Covenant with the stamped docket and page numbers. The present site plan must be updated with the required changes made. The old present plan sheets or future plan sheets that have been redlined by COT review staff must be replaced with revised copies indicating the changes. A copy of the recorded future right-of-way covenant must be provided with the next site plan submittal packet. (Previous Comment: This site is comprised of two separate parcels not one as depicted on the plan. The legal description as stated under the Zoning Data block describes lot 24 as the total lot area. The two lots must be combined by means of a Pima County Tax Assessor's Parcel Tax Code combo and Lot Combo Covenant per the City Attorney's Office request must be filled out and recorded. Both these items must be completed prior to final approval of the site plan. The legal description must be revised on the plan to correctly identify the reconfigured parcel. 2. All new sites must be designed to meet code in the present and in the future. Based on the present site plan drawing the number of vehicle parking spaces required are 14. Per the present and future site plans 10 spaces have been provided. If the MS&R reduction calculation is utilized to reduce the required number of vehicle parking spaces the vehicle parking calculations must be revised to reflect the reduced parking ration. Revise the plan as required. (Previous Comment: The parking calculations must be revised to include the square footage of the outside dining area and the public bathrooms. The total square footage of the existing building, addition and outside dining area equals approximately 1767 sq. ft., therefore based on one vehicle parking space per 100 sq. ft. of GFA a total of 18 spaces are required. If the optional parking calculation is used which requires that one vehicle parking space per 50 sq. ft. of GFA for the public area which includes the dining area (entire patio area) and the public restrooms totals 897.25 sq. ft. a total of 18 spaces would also be required. Either calculation in this case would require the same amount of parking spaces. Please revise the calculation accordingly and provide the total number of spaces required. Dimension the PAAL width between the parking spaces and the sidewalk. Additional comments may be forthcoming based on the revised parking lot.)

3. This site is new and should be designed to meet all requirements for today and for the future. Self-imposed hardships would not be sufficient reasons for a Board of Adjustment variance request. Please review comments and revise both the present and future site and landscape plans accordingly.

04/11/2003 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Provide a covenant regarding temporary improvements within the MS&R right of way per LUC 2.8.3.5.F. When the site plan is conditionally approved, the plan and the covenant are to be recorded. Note the Docket and page on the approved plan. Submit the information to be recorded for approval.

2) The existing ground surface in the area labeled 'undisturbed' must be improved. All areas of the site must be developed, landscaped, reseeded, or paved. LUC 3.7.2.7
"Ground surfaces in planting beds, planters, medians, or tree understory within a landscaped area that are not covered with shrubs, accent plants, vines, ground cover, or other vegetation from the Drought Tolerant Plant List shall be treated with an inorganic ground cover." LUC 3.7.2.7.A
Revise all of the site and landscape plans to comply. The dirt areas cannot remain as is.


3) The coverage calculation for dalea capitata appears to be too high. Typically this plant grows to approx. 3' wide, maybe 10 sq. ft. per plant. Revise as necessary.
