Approval is not recommended at this time. The following comments are offered: DRAINAGE REPORT: 1. The drainage report refers to a retention basin in the first paragraphs of pages 4 and 7, and page 6 discusses Retention basin design-location & description, stating however, that "There will be no retention basins on this project." Please revise the report language for consistency. 2. Revise threshold retention volume calculations to correspond with the statement in the text (page 5), that the 10-year storm runoff volume will be retained onsite. The runoff coefficients used in the threshold retention volume calculations do not correspond with pre- and post-developed runoff coefficients for B soils, provided in Table 4.3 of the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (SMDDFM) - Development Standard (DS) 10-02.0. 3. Provide a hydrologic data sheet for existing, pre-developed conditions in accordance with the SMDDFM, Section 2.3.1.3 B (3). 4. Revise the developed conditions hydrologic data sheet to justify the use of a contributing area factor other than 1. Use of a contributing area factor other than 1 requires sufficient supporting data (e.g. aerial-photographic analysis and field verification) as required, to justify the use of the factor chosen (SMDDFM, Section 4.2 - see "Note" under Table 4.4). 5. Please remove the words "City of Tucson FCD" from the report cover. SITE PLAN COMMENTS 1. Please provide a note identifying onsite curbing/barrier requirements, in accordance with Development Standard 3-05.2.3 C (1). Refer to Zoning Review Section comments for any additional vehicular use area requirements. 2. Provide additional pavement spot elevations and curb opening notes with opening widths and elevations provided. The plan must clearly demonstrate conveyance of site runoff to, and containment within water harvesting areas in all designated locations, per the drainage report recommendations (refer to previous Site Plan comment # 7). 3. Please provide the swale information referred to, in response to previous comment # 9. This information should be provided on the Site Plan. I have discussed the Tax code parcel combo issue with the Assessor's Office personnel and I was given up to date documents that clearly indicate that this required process was completed. I did see the old Affirmation document that was filled out back in 2001. This document is no longer valid. A new document that created by the City of Tucson Attorneys office has replaced the Affirmation document. This new document must be filled out and recorded along with a copy of the site plan as an exhibit to the Lot Combo Covenant document. I have attached a copy of the Lot Combo Covenant to the yellow routing card. This document must be filled out by the owner and must be recorded. A copy of the recorded Lot Combo Covenant with docket and page number stamped on the sheets or a copy of the Covenant with the recordation receipt must be provided prior to final approval and stamps of the site plan. (Previous Comment: This site plan was reviewed for full code compliance under the assumption that the office of Pima County Assessor's can approve the lot combo. The Tax Code Parcel combo form states that the lot combo was disapproved. Therefore until approval is granted for the lot combo the Zoning Review will be made but approval of the site plan will not be granted. The Zoning review Section has done research into whether the alley is actually dedicated right-of-way or an easement per Map and Plat 7/48. Please contact Jim Rossi with the City of Tucson Real Estate Division at 791-4181 with regards to further information and procedure of use of the existing alley/easement.) 2. The future sight visibility triangles have not been shown correctly. The triangles have been shown based on the future right of way location instead of the future curb location which should be nine (9) feet from the future property line. Revise the future triangle locations and show, dimension and label the future curb location. (Previous Comment: The existing and future sight visibility triangles must be shown and labeled. The right-of-way as shown and labeled does not reflect the existing conditions of the roadway. The existing right-of-way is a total of 80 feet with a half right-of-way of 40 feet. The drawing must be revised to reflect current and future conditions. Per the MS&R Map the total right-of-way for Sixth Avenue will be 120 feet with a 60 feet half right-of-way. The future widening will affect the present site by the acquisition of the additional 20 feet of right-of-way. The site must designed to meet code in the present and future based on today's code requirements. Revise the plan to meet all present code requirements based on the future right-of-way take or separate site plan and landscape plan that demonstrates how the site will meet codes in the future must be submitted. The future site plan will become an exhibit to a recorded covenant. See LUC section 2.8.3.5.F for more information regarding the future site plan and covenant.) DS 2-02.2.1.A.10 and DS 2-02.2.1.A.19 3. Revise the street building setbacks to state that the required setback is based the greatest of 21 feet or the height of the structure form the back of future curb location. The street perimeter building setbacks for this project are based on developing area setback criteria. Also, please revise the bicycle parking calculations to state that two class two bicycle-parking spaces are required and have been provided. See LUC section 3.3.3.5 for clarification on required bicycle parking. Label the extruded curbing around the landscape area. The width and height of the curbing must be labeled. (The landscape plan clearly depicts the curbing but on the site plan the curbing is not well depicted. Please ensure for consistency that the site plan and landscape plan sheets match. (Previous Comment: Add a LUC data block that includes all development criteria requirements. The criteria that must be included is the allowed and proposed floor area ratio, building heights, number of required and provided vehicle/bicycle parking spaces which includes handicap spaces etc. The proposed use must also be listed: Vehicle Rental and Sales Use: DD "31" Subject to LUC sections 3.5.9.5.A and .B.
