COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for full code compliance under the assumption that the office of Pima County Assessor's can approve the lot combo. The Tax Code Parcel combo form states that the lot combo was disapproved. Therefore until approval is granted for the lot combo the Zoning Review will be made but approval of the site plan will not be granted. The Zoning review Section has done research into whether the alley is actually dedicated right-of-way or an easement per Map and Plat 7/48. Please contact Jim Rossi with the City of Tucson Real Estate Division at 791-4181 with regards to further information and procedure of use of the existing alley/easement.

2. It appears that the two lots in question have not been approved for lot combo. The assessor's office records indicate two separate tax code parcel numbers still exist. Therefore the combo has not been completed. The Development Services Department will require that the parcels be legally combined prior to approval of the site plan. Other issues that must be addressed include interest and the use of the easement by utility companies and possibly the use of the easement by the C.O.T. Solid Waste Department for refuse collection. Letters from the all parties that may have interest or use of the easement must be contacted and informed of the proposed development, which is proposed on both these lots and over the existing alley/easement. Letters of confirmation from all utility parties including C.O.T. to allow the development to proceed and that requirements of development over this alley/easement is done with there approval must be provided with the next site plan submittal packet.

3. The location map must cover one square mile. The scale of the location map must be a minimum of 3" = 1mile. Revise the map as required.

4. Please insure that the width of the PAAL area between the parking spaces and the vehicle display area is a minimum of 24 feet. Based on the drawing the PAAL width is 22 feet.

In addition show the required accessible ramp adjacent to the handicap parking space access aisle. Indicate the slope and direction of the ramp. The minimum slope allowed is 1:12. The access ramp must be part of the continuous pedestrian circulation. DS 2-02.2.1.A.12

5. Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage. Please add a detail drawing that demonstrates compliance. Show and label directional signage on the plan.

6. The existing and future sight visibility triangles must be shown and labeled. The right-of-way as shown and labeled does not reflect the existing conditions of the roadway. The existing right-of-way is a total of 80 feet with a half right-of-way of 40 feet. The drawing must be revised to reflect current and future conditions. Per the MS&R Map the total right-of-way for Sixth Avenue will be 120 feet with a 60 feet half right-of-way. The future widening will affect the present site by the acquisition of the additional 20 feet of right-of-way. The site must designed to meet code in the present and future based on today's code requirements. Revise the plan to meet all present code requirements based on the future right-of-way take or separate site plan and landscape plan that demonstrates how the site will meet codes in the future must be submitted. The future site plan will become an exhibit to a recorded covenant. See LUC section 2.8.3.5.F for more information regarding the future site plan and covenant.

7. Label the size of the existing sign. The sign will be within the future sight visibility triangle and must be relocated unless the sign meets the criteria for objects or structures within a sigh visibility triangle. Current policy requires a 15% reduction in the 2,10 and 100-year developed condition flood peaks exiting the site. A drainage report addressing this policy is required before a proper and thorough review can be provided. For drainage report content and format requirements, refer to Section 2.3.1 of the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM), or Development Standard (DS) 10-02.0;
