Goret Road Single Family Home Development First Review - Hillside Overlay TRANSMITTAL: August 9, 2002 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. CODE SECTION/ DEVELOPMENT STANDARD 1. Existing Lot or Parcel Where No Land Division Occurs. The average natural cross-slope (ACS) is calculated for the entire lot or parcel. If the ACS is fifteen (15) percent or greater, Columns A, B, and D of Table 2.8.1-I apply. If the minimum land area required for the lot or parcel, based on the ACS, is greater than the area of the lot or parcel, natural areas may be designated on the lot or parcel, in accordance with Sec. 2.8.1.7, to reduce the ACS percentage. Such designated natural areas will be excluded from the ACS calculation but will be included in the land area for the lot or parcel. (See Illustration 2.8.1.6.) The "Average Cross Slope" calculations for the entire site and without the Natural Area must be added to the plan. 2. Natural Areas. Natural areas may be designated on any lot or parcel, subject to the following criteria. A. Development other than hiking trails will not be permitted within the legally described boundaries of a natural area. (See Illustration 2.8.1.7.) B. The natural area will be delineated in a surveyable manner on the tentative and final plats of a subdivision or on the development plan required for development other than a subdivision and designated by legal description on a document recorded with the Pima County Recorder for a lot division. C. A natural area may be designated as a deed-restricted portion of a privately owned lot or as a separate parcel. This parcel may be under the ownership of homeowners' association or deeded to any organization willing to accept responsibility for the perpetual preservation of the natural area, subject to approval and acceptance by the City of Tucson. (See Illustration 2.8.1.6.) D. To protect the natural areas, covenants that run with the land will be provided in favor of the City of Tucson and of all owners with record interest in the natural area. E. If natural areas are designated, then at least one (1) such natural area, if in a parcel of four (4) acres or more in size, shall be at least one-half (½) acre in size or immediately adjacent and contiguous to other land also designated as natural area which, in the aggregate, is at least one-half (½) acre in size. Sec. 2.8.1.7 applies only to natural areas and not to other common areas and open spaces, such as recreation areas, road medians, etc., which are not designated as required natural area. Sections A-D apply to this project. If applicable and only if it is proposed indicate any hiking trails in the Natural Area per section "A". Per section "B" please delineate the "Natural Area" in a surveyable manner. Per section "C" the natural area must designated as a deed restricted portion of the lot. The restriction should state that no construction would occur in the Natural Area except as noted in section "A". Per section "D" a covenant that runs with the land must be recorded and a copy provided to the as part of the site plan package. As of this review date, Frank Cassidy Assistant city attorney is putting together a covenant that will be provided to the owner for review, signature, and recordation. The attorney will send the covenant to the Zoning reviewer (David Rivera) who will forward the covenant to the owner. 3. Goret Road has been designated a Scenic Route per the Major Streets and Routes Map. All requirements of the scenic corridor overlay apply with the exception of the colors. See Land Use Code section 2.8.2 for scenic corridor requirements. Please add the following notes to the site plan: 1. The 30-foot wide buffer must be shown on the plan and dimensioned. Include in the 30-foot buffer label the notation "30-foot undisturbed natural buffer to be preserved and maintained in its natural state". 2. Add and label the 400-foot SCZ corridor boundary from the future right-of-way line on the site plan. 3. Maximum height of structures will be 1/3 the distance of the structure from the future right-of-way of Goret Road, not to exceed 24 feet. 4. No grading beyond that is necessary for siting of buildings, drives, private yards, and structural improvements. All existing vegetation with a caliper of 4 inches or greater and all saguaro cacti must be preserved or relocated on the site. 5. Drainageways are to be maintained in their natural state. 6. All new utilities for development on private property or public right-of-way along MS&R Street Name will be underground. Trenching is permitted for the placement of utilities lines, if area is revegetated in accordance with Land Use Code Sec. 3.7.5.2.D 7. Fencing and freestanding walls facing MS&R Street Name will meet material restrictions in Land Use Code Sec. 3.7.3, Screening Requirements. 8. All areas between the MS&R right-of-way line and the existing street right-of-way that are disturbed by development shall be revegetated with native vegetation. 9. All disturbed areas on the site that are visible from Goret Road and are not covered by permanent improvements shall be revegetated with native plants, plants from the Drought Tolerant Plant List, or a combination of both. 10. Exposed cut and fill slopes shall be no greater than 1-foot rise or fall over a 3-foot length. 4. Goret Road must be shown and labeled on the site plan. The centerline to existing and future right-of-way line dimensions must be added. The 30-foot natural buffer from the future right-of-way must be shown, labeled, and dimensioned. 5. Please add the overall building height from natural grade to the top of the tallest roof ridgeline. The maximum allowed building height for residential within 400-foot scenic corridor buffer is 24 feet. The building heights, on the elevation drawings (sheet A5) must be labeled. LUC 3.7.5.2.D Grading limit lines shall be staked prior to construction. DS 9-04.3.1 Existing trees with 4" or greater trunk diameter and cacti outside of the grading limits will be preserved in their original locations. Within the grading limits, trees 4" in caliper and cacti will be relocated to areas requiring revegetation, whenever possible. DS 9-04.3.2.A All cut or fill slopes which are no steeper than three horizontal to one vertical (3:1) and all utility trenches or septic leaching fields which are not located in parking or driveway areas will be revegetated in compliance with the COT Development Std. 9-04.3.2 and 3.3. All plants used in revegetation must be the same as the native vegetation on the site or any adjacent site prior to grading or clearing. DS 9-04.3.2.B Trees used for revegetation shall be a min. size of 15 gallon and cacti should be large specimens. New plants will be placed at the same vegetation density found on the site prior to any clearing, grubbing or grading. DS 9-04.3.2.B. Seeds for trees, shrubs and grasses will be planted with a density adequate to control erosion and installed by approved methods as stated in Development Standard 9-04.3.2.B.2.b.
