Swan Road Automotive Service and Repair Major Site Plan Review (1st review) TRANSMITTAL: May 17, 2002 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Please add the property/legal description of the property. DS 2-02.2.1.A.2 2. All text height must be a minimum of 12 (0.12) point in height. The location map street names are not legible. Please revise as required. DS 2-02.2.1.A.4 3. Please add an overall dimension from the Swan Road future back of curb location to the proposed front wall of the building. DS 2-02.2.1.A.7 4. Dimension the length of the eight parking spaces in southwest parking area. The location of the refuse container appears to be located to close to one of the parking spaces, see Engineering review comments regarding the maneuverability requirements and placement of the container. Clarify if vehicle access is proposed along the west property line through the proposed gate. Additional comments may be forthcoming on this issue. The gate between the two parking areas must remain open and must be accessible to the public (patrons of the business) for parking. Add a note to the site plan that the gate will remain open and the parking spaces will be accessible to public during business hours. DS 2-02.2.1.A.8 5. The parking spaces that abut the sidewalk must be provided with wheel stops, which are to be placed two and one-half (2-1/2) feet from the front of the parking space. The parking spaces that abut landscape areas must also be provided with wheel stops (eight parking spaces). DS 3-05.2.3.C and DS 2-02.2.1.A.12 6. The loading zone is located in an area where maneuverability will be a problem. See Engineering Review comments regarding maneuverability into and out of the loading zone. Relocate or revise as required. DS 2-02.2.1.A.14 7. If applicable, indicate the location of proposed freestanding lighting. The location and type of lighting must be labeled. DS 2-02.2.1.A.25 8. See landscape reviewer comments regarding the requirements for landscaping, screening, and NPPO. DS 2-02.2.1.A.28 9. Please add the subject to section number to the proposed use note. If, based on the growing characteristics of the type of plant used, the ultimate width of the vegetative screen will be greater than three (3) feet, the vegetative screen must be sufficiently set back from the landscape border to accommodate the wider growth." LUC 3.7.3.2.C.2 Revise the landscape plan to include screening tht does not exceed the maximum allowed encroachment. City Engineer approval is required in order to locate five feet of the street lanbdscape border within the MS&R right of way. Generally five feet is not available for landscaping on major streets. LUC 3.7.2.4.A.2 The note on the landscape plan regarding street landscaping will be relocated at future right aquisition may not be accurate. Based on the MS&R Plan additional aquisition does not appear necessary. However, when the right is fully developed the required plant removal would result in a nonconforming street landscape area. Revise the plans to demonstrate compliance with the street landscape border requirement when the MS&R right of way may no longer be used. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City. LUC 2.8.3.5.F Covenants now are available on our website. A minimum of five canopy trees are required in order to meet the landscape border requirement along the south property line per LUC 3.7.2.4.B.3.a " An equivalent number of trees are planted elsewhere on the site between the building(s) and the property line. When the use on the site does not include buildings, the required canopy trees must be located between the principal use and the property line" Revise the landscape plan to include three additional trees between the property line/easement line and the building.
