PROJECT: T02CM02268 5160 S. 12th Avenue Tucson, AZ Site Plan Review (1st review) TRANSMITTAL: May 24, 2002 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed as a greater than 25 percent expansion based on this addition and shed expansion detailed in comment 13 below. Full code compliance is required. DS 2-02 2. Please dimension the proposed covered areas and state their use on the site plan. Based on proposed use of new structures, the area may or may not have to be included in percent expansion calculation detailed above. The shed expansion alone is more than 25 percent. DS 2-02.2.1.A.7 3. Please provide vehicle and bicycle parking calculations. Dimension vehicle parking spaces, including the required handicapped spaces, and dimension the wheelstop curbs from the front of parking spaces per DS 2-05.2.3.C.2. Wheelstops are to be located two-and-one-half (2 ½) feet from the front of parking spaces. Show the location of bicycle parking and dimension the bicycle parking layout, including maneuverability area on the plan per DS 2-09. A minimum of two class 2 bicycle parking spaces must be provided. (LUC 3.3.3.5). DS 2-02.2.2.A.4 DS 2-02.2.1.A.12 LUC 3.3.4 4. Provide loading zone calcs based on the square footage of the proposed uses. A loading space will be required based on LUC 3.4.5.3. Show the location of the loading zone, fully dimensioned. DS 2-02.2.2.A.5 5. Since this site is made up of more than one lot, a lot combination is required prior to approval of the site plan. Please provide the following documentation to the Zoning Review Section for review: Signed and notarized affidavit, copy of recorded legal descriptions (Exhibit "A" in affidavit), and approved Pima County tax combination form. A copy of the tax combo form and affidavit is attached to these review comments. 6. Per LUC 2.5.4.2.B.6, the vehicle sales use is subject to LUC 3.5.9.5.A & .B. Please add a note which details these restrictions and revise the plan to demonstrate compliance by providing a layout of existing and proposed lighting detailing location and type on the site plan. LUC 2.5.4.2.B.6 7. If applicable, show any easements of record including docket and page reference. DS 2-02.2.1.A.20 8. The area of display vehicle parking must be delineated on the plan. All existing and proposed PAALs ingress-egress locations must be fully dimensioned due to the percent expansion. DS 2-02.2.1.A.11 9. Twelfth Avenue is a designated Major Street & Route (MS&R). Clearly dimension the existing and future ½ right-of-way for 12th Avenue. The future curb and sidewalk locations must be shown on the site plan. Provide the existing and future sight visibility triangles at the intersection of 12th Ave and Utah Street and at the site's ingress-egress points. Parking is not allowed within SVT's. If applicable, show how the project will comply with LUC requirements when the future MS&R right-of-way can no longer be used as part of the site. A recorded covenant may be required stating responsibilities of the property owner, successor, or assignee as to the removal of site improvements within the MS&R right-of-way at no cost to the City of Tucson. DS 2-02.2.1.A.10 10. Continuous pedestrian circulation must provide connections between the buildings and the adjacent streets per DS 2-08.3.1. The pedestrian circulation system, including dimensioned widths of sidewalks, at a minimum of four (4) feet in width, must be shown on the site plan. Between any building and PAAL a five (5) foot pedestrian refuge with a four (4) foot sidewalk is required. DS 2-02.2.1.A.12 11. Show the location and dimensions of the refuse container to be provided. DS 2-02.2.1.A.32 12. The location, type, size and height of all existing and proposed free-standing signage must be shown. DS 2-02.2.1.A.13 13. The last stamped approved site plan shows the storage shed to be only 160 square feet. The submitted site plan indicates that the existing storage shed is 400 square feet. The addition to the storage area must be permitted. Revise the site plan and calcs to indicate that this is part of the expansion area. Expansions are cumulative. If the perimeter chain link fence and gates shown on the previously approved site plan still exist, label them on the submitted site plan. 14. Provide a calculation of proposed Floor Area Ratio (FAR = gross floor area ¸ site area). DS 2-02.2.2.A.3 15. For reference please label the Township and Range (T 15 S. R 13 E.) as part of the location map. Also, correct the section numbers at the corner of the location map to accurately depict the extent of Section 2 (Section 2 extends from Irvington Road on the north (correct) to Drexel Road on the south (not Valencia Rd as shown), 12th Avenue on the east (not Park Ave as shown), and roughly the course of the Santa Cruz River on the west (not Midvale Park Road as shown). 16. Provide the applicable development designator "31" in the general notes. LUC 2.5.4.2.B.6 17. No landscape plan has been included with this submittal. The site plan must be accompanied by a landscape plan with all information specified in DS 2-07 to demonstrate compliance with screening and landscaping requirements.
