Site Plan Review (2nd review)
TRANSMITTAL: June 18, 2002

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project has been reviewed for full code compliance (50.5% building expansion.) as it pertains to LUC development requirements and criteria. It is acknowledged that the existing structure (Ramada enclosure) will be demolished. The building expansion has been based on the dimensions provided on the drawing. The existing building is dimensioned as 49'-4" x 20' which equals 986.66 sq. ft., the proposed rear addition is dimensioned as 9'-4" x 12'-8" which equals 118 sq. ft., the proposed front addition is dimensioned as 15'-4" x 20' plus 4'-8" x 16'-0" which equals 381 sq. ft. The total expansion equals 499 sq. ft. / 986 equals 50.5%.

2. Based on the building dimensions for the existing structure and the proposed front addition, the square footage must be revised on the plan and calculations block. The existing structure should be listed as 986-sq. ft., the front addition as 381-sq. ft. (The total gross floor area including the rear addition should be listed as 1485 sq. ft.)
DS 2-02.2.1.A.6

3. A sidewalk must be provided to Pelaar Drive right-of-way sidewalk. If no sidewalk exists on Pelaar Drive the required sidewalk must be provided to the property line. The walkway as proposed from the oracle Road right-of-way does not meet the requirements for construction materials. Also it appears that the vehicle parking spaces along the south side of the property are 20'-0" in length which is greater than the minimum required but the location of the wheel stop must be 2.5 feet from the front of the parking space. The location of the wheel stops as proposed will allow the vehicle to overhang onto the pedestrian area therefore reducing the width of the sidewalk o less than the required four feet. Please revise as required. (Previous Comment: Per D.S. 2-08.4.1 Sidewalks. Sidewalks within a project must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means, except at crosswalks, and must meet the following location requirements.

A. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project.

B. Sidewalks must connect all areas of the development and must also connect to the pedestrian circulation path located in any adjacent street.

C. D.S.2-08. 5.1 Sidewalk Specifications.
Width. All sidewalks will be a minimum four (4) feet wide and will be installed to avoid any obstruction, which decreases the minimum width to less than four (4) feet.

Composition. Sidewalks will be constructed of:

1. Portland cement concrete, four (4) inches thick, with a smooth or broomfinish; or
2. Brick pavers set in a bed of cement; or
3. Any surface equivalent in smoothness, hardness, and durability. Asphalt or asphalt concrete may be used only for jogging paths, nature trails which are part of an accessible route, and pedestrian refuge areas which are not required to be connected to the pedestrian circulation path, as listed in Sec. 2-08.3.1.

Please provide a four feet wide sidewalk from both street right of way areas and connect to the on site sidewalk. The sidewalks must be handicap accessible.
DS 2-02.2.1.A.12 DS 2-08.4.1

4. Per the previous plan an existing sign was indicated. Has the sign been removed or relocated? (Previous Comment: Please label the size and type of existing sign. See Engineering comments regarding objects greater than 30" to 72" in height within sight visibility triangles.
DS 2-02.2.1.A.13 DS 2-02.2.1.A.10

5. See Landscape review comments regarding landscaped borders, screening and NPPO requirements.
DS 2-02.2.1.A.27

6. Revise all affected LUC code calculations as required.

The annotation for the removal of the existing Ramada structure is not shown correctly. Please ensure that the annotation points to the correct structure.

06/25/2002 JOE LINVILLE LANDSCAPE REVIEW Denied A complete landscape plan for the site is required based on the proposed expansion. Plans will not be accepted for review without landscape plans per DS 2-07.2.0
Compliance with LUC 3.7 is required as follows per LUC 3.7.1.2 "On sites where the gross floor area of the existing building(s) is ten thousand (10,000) square feet or less, expansions in square footage of land area, floor area, lot coverage, or vehicular use area as follows.
a. If the expansion is less than fifty (50) percent, the requirements of this Division apply only to
the proposed expansion. Existing development on the site is subject to the zoning regulations in effect at the time the existing development received zoning approval.
b. If the expansion is fifty (50) percent or greater or if expansions as of February 15, 1991, cumulatively result in a fifty (50) percent or greater expansion in land area, floor area, lot coverage, or vehicular use area, the requirements of this Division apply to the entire site."

"If the expansion is twenty-five (25) percent or more, the MS&R provisions apply to the proposed expansion and to any parking and landscaping requirements which apply to the overall development." LUC 2.8.3.2.C
