PROJECT: T02CM02130
Retail Shops
3809 N. Oracle Road
Site Plan Review (1st review)
TRANSMITTAL: May 7, 2002

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project has been reviewed for full code compliance (Greater than 50% building expansion.) as it pertains to LUC development requirements and criteria. The existing structure, which is to be demolished, was permitted as a Ramada/awning as indicated on the previous site dated 1984. Upon further discussion with Patricia Gehlen (Zoning Review Section Supervisor) she informed me that extensive research of the records related to this site did not provide any permits for the enclosure of the Ramada/awning. Unless permits for the enclosure of the Ramada/awning can be provided, this structure was enclosed without the proper approvals and inspections. The following Zoning comments must be addressed.

2. Based on the building dimensions for the existing structure and the proposed additions, the square footage must be revised on the plan and calculations block. The existing structure should be 986-sq. ft., the front addition should be 419-sq. ft. and the rear addition should be 136-sq. ft. Please review plan and revise as required. The gross floor area is measured from the outside walls of the structures. The total gross floor area should be listed as 1541 sq. ft.
DS 2-02.2.1.A.6

3. Off street parking is based on the gross floor area (1451 sq. Ft.). Revise the parking calculation to indicate that the number of vehicle parking spaces required is eight (8) and the number provided is eight (8). This site has been reviewed for full code compliance based the greater than 25% expansion. Previous parking calculations should be disregarded and the applicable parking ratio (one vehicle parking space per 200 square feet of gross floor area) for the retail use should be listed. Revise the calculation as required.

Clarify if the rear yard is to be used for storage, vehicular use, or other use. If the area is used by vehicles whether loading or unloading, the area must be paved. If the area is to be used for storage the area must be paved unless a forklift or similar vehicle is used to move items in and out of the storage area. Per a determination made by Jim Maurer 4/26/1999, as long as the storage area is used for storage of the products or materials used for the retail use and the area is accessed by forklift or similar moving machine, a minimum of two (2) inches of compacted gravel may be used for the surfacing of the storage area. The area will be restricted to forklifts or similar vehicles only. The storage area square footage must be included in the calculations and must be parked at the same parking ratio as the primary (retail) use. Parking or storage of vehicles in this area will require that the area be paved.
DS 2-02.2.1.A.8

4. Per D.S. 2-08.4.1 Sidewalks. Sidewalks within a project must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings, or other means, except at crosswalks, and must meet the following location requirements.
A. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project.
B. Sidewalks must connect all areas of the development and must also connect to the pedestrian circulation path located in any adjacent street.
C. D.S.2-08. 5.1 Sidewalk Specifications.
Width. All sidewalks will be a minimum four (4) feet wide and will be installed to avoid any obstruction, which decreases the minimum width to less than four (4) feet.

Composition. Sidewalks will be constructed of:
1. Portland cement concrete, four (4) inches thick, with a smooth or broomfinish; or
2. Brick pavers set in a bed of cement; or
3. Any surface equivalent in smoothness, hardness, and durability. Asphalt or asphalt concrete may be used only for jogging paths, nature trails which are part of an accessible route, and pedestrian refuge areas which are not required to be connected to the pedestrian circulation path, as listed in Sec. 2-08.3.1.

Please provide a four feet wide sidewalk from both street right of way areas and connect to the on site sidewalk. The sidewalks must be handicap accessible.
DS 2-02.2.1.A.12 and DS 2-08.4.1

5. Please label the size, and type of existing sign. See Engineering comments regarding objects greater than 30" to 72" in height within sight visibility triangles.
DS 2-02.2.1.A.13 and DS 2-02.2.1.A.10

6. Based on the building square footage of 1541 one 12'x35' loading space will be required. Indicate the location of the required loading and demonstrate maneuverability into and out of the loading space.
DS 2-02.2.1.A.14

7. If applicable, existing or proposed freestanding lighting location and type must be graphically shown on the plan.
DS 2-02.2.1.A.25

8. See Landscape review comments regarding landscaped borders, screening and NPPO requirements.
DS 2-02.2.1.A.27

9. Revise all affected LUC code calculations.
